Job Description
- Seeking a highly experienced Business Analyst 3 to support enterprise-wide digital transformation and business process reengineering (BPR) initiatives. The role will focus on modernizing business processes and aligning them with IT solutions, with an emphasis on Medicaid Information Technology Architecture (MITA), enterprise modeling, and stakeholder engagement.
- This is a senior-level role requiring both strategic and hands-on experience in transforming business operations, driving large-scale IT initiatives, and ensuring that business needs are fully translated into actionable technical requirements.
Key Responsibilities
- Lead Digital Transformation Initiatives: Spearhead enterprise-level digital projects; identify opportunities for innovation, efficiency, and modernization aligned with strategic goals.
- Business Process Reengineering (BPR): Analyze current-state workflows; identify inefficiencies and pain points; design optimized future-state processes; lead implementation efforts.
- Business Architecture & Modeling: Develop and maintain current/future state models using BPMN, UML, ArchiMate, etc.; communicate architecture clearly to technical and non-technical stakeholders.
- Requirements Gathering & Analysis: Collaborate with business and IT teams to define and validate business and functional requirements; ensure alignment with policy and operational needs.
- Bridge Business & IT: Serve as a liaison between business stakeholders and technical teams; translate business needs into system impacts and vice versa.
Minimum Required Qualifications

8+ | Progressive experience in a Business Architect or senior Business Analyst role, focusing on enterprise-level initiatives |
8+ | Hands-on leadership of large-scale digital transformation and BPR projects with measurable outcomes |
8+ | Deep knowledge and experience with MITA (including State Self-Assessments - SS-A) |
8+ | Expertise in business modeling using BPMN, UML, ArchiMate, and enterprise architecture frameworks |
8+ | Strong analytical and problem-solving skills |
8+ | Excellent verbal and written communication and interpersonal skills |
8+ | Negotiation, facilitation, and conflict resolution experience |
8+ | Bachelor s degree in Business, IT, Computer Science, or related field (Master s preferred) |
8+ | Ability to collaborate across technical and business units to drive improvements |
Preferred Qualifications
- Direct experience with Health and Human Services programs (e.g., Medicaid, SNAP, TANF, CHIP)
- Background working in government or public sector
- Certifications: CBAP, TOGAF, Lean Six Sigma (Green/Black Belt), BPMN
- Experience in Agile/SAFe environments
- Familiarity with eligibility rules and policy for federal/state programs

Compensation for roles at Beacon Systems Inc depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, BeaconGov provides reasonable range of compensation for this role.
