Role:

The Project Manager will serve as the main Point of Contact (POC) and work in close collaboration with the COR and other Federal and Contractor Project Leads for complex federal information technology projects at an HHS agency.

 

Duties: The Project Manager will:

  • Serve as the Main Point of Contact (POC) and work in close collaboration with the COR and other Federal and Contractor Project Leads and team for complex federal information technology projects at an HHS agency.
  • Maintain consistent knowledge of the latest updates on project status; field project-related questions from key internal stakeholders and senior leaders, providing clear information and directing questions as appropriate to the right staff person.
  • Track and report on project milestones, issues, test results, documentation, and gate review status following the HHS Enterprise Performance Life Cycle (EPLC) project management framework.
  • Collaborate with multiple Federal staff and contractor vendors to ensure documentation, test cases, test results, and other deliverables meet requirements.
  • Facilitate and/or attend project team meetings, daily scrum meetings, and other meetings with staff and/or contractors associated with the project.
  • Reconcile reports received from external sources with division records and report on same to management.
  • Oversee and advise project management support staff.
  • Maintenance of Standard Operating Procedure (SOPs) documents
  • Tracking and reporting data for performance metrics

  • Ensure industry best practices are followed
  • Monitor project progress, identify potential risks and issues, and implement mitigation strategies to keep project on track.

Required Skills:

  • Bachelor’s degree in information technology/computer science or related
  • 10 Years of Project Management Experience in Software Application SDLC and/or Agile processes.
  • Must have a minimum of 5 years of project management experience managing and advancing multi-disciplinary I.T. project team
  • Experience leading a team of web developers and overseeing a massive website.
  • Experience writing SOPs, meeting minutes, etc
  • Experience working on projects related to large data repositories (warehouses, lakes, etc.) and cloud architecture.
  • Experience with Scrum.
  • Experience in a comparable Government project is preferred, especially with experience in similar technologies and platforms.
  • Knowledge of Tools and Technologies: Jira, Confluence, and any other collaboration tools for project management
  • Advanced familiarity with IT system development and cloud architecture.
  • Able to use standard MS Office Suite tools (Outlook, Word, Excel), and MS Visio, and be capable of quickly learning, JIRA, and other systems in use at the HHS agency, as needed.
  • Ability to interface with both technical and administrative staff, including Federal Division and Branch directors.
  • Ability to translate and report technical jargon into plain language suitable for a non-technical audience.
  • Able to create professional-looking reports suitable for consumption by senior-level staff.
  • Ability to clear background investigation process.
  • Skills in engaging with client daily requiring a high level of business acumen and negotiation
  • Demonstrated leadership qualities such as conflict/issue resolution.
  • Excellent communication skills and correct grammar are essential.
  • Experience working with Target Life Cycle (TLC) project management framework (Preferred)
  • 2 Years of experience working within the HHS Enterprise Performance Life Cycle (EPLC) project management framework (Preferred)
  • Experience with agile software methodology such as Scaled Agile Framework (SAFe) certification preferred
  • Project Manager Professional (PMP) (Preferred)
  • Certified Scrum Master (CSM) (Preferred)
