Job Duties

The Supreme Court of Virginia, Office of the Executive Secretary is seeking applications for a full-time IT Procurement Administrator. This position reports to the Fiscal Services Director and is responsible for purchasing policies and procurements related to information technology.

An employee in this position administers procurement strategies and activities of IT systems, services, hardware and software for the Virginia Judiciary. Work involves evaluating Virginia Judiciary IT procurement needs, develop appropriate sourcing strategies based on Virginia Judiciary and the Virginia Public Procurement Act, and leading the development of IT statements of work/need for the Virginia Judiciary.

ESSENTIAL DUTIES & RESPONSIBILITIES:
  • Develops technical documentation and best practice documents and templates to support solicitations for IT procurements.
  • Serves as the primary point of contact for all statement of work/needs issues related to IT procurements.
  • Develops new sourcing strategies and procedure to meet agency goals.
  • Develops statement of work/specifications and supporting documents for IT procurements.
  • Develops policies related to negotiating, evaluating, and selecting competitive procurements, and monitoring and assessing contractor/supplier performance.
  • Coordinate leads, and facilitates workgroups with appropriate subject matter experts to
    to develop statement of needs in support of competitive negotiated solicitations.
  • Collects and analyzes information on Virginia Judiciary business needs and technical environments to draft competitive procurement documents
  • Performs quality assurance reviews of IT procurement documents for Virginia Judiciary solicitations.
  • Provides strategic advice to the Department of Judicial Information Technology in determining the proper methods of procurement to ensure compliance with the VPPA, and the policies & procedures of the Virginia Judiciary.
  • Reviews current Virginia Judiciary contracts and procurement and make recommendations about future procurements.
  • Collaborates with SCV/OES legal, program, executive staff and VITA staff in negotiating terms and conditions for IT procurement contracts and purchase orders.
  • Assist in the resolution of contract disputes.
Minimum Qualifications
  • Four (4) years of professional experience performing IT procurements and contract management work.
  • Bachelor's degree in computer science, information systems, business, supply chain management or closely related field is desired.
  • Virginia Contract Officer (VCO) certification.
Additional Considerations
  • Knowledge of VPPA, VITA policies and procedures impacting IT procurement.
  • Knowledge IT project management methodology.
  • Knowledge of component parts of personal computers. laptop computers, peripherals, servers and their associated functionally.
  • Knowledge of the functions of computer networks, hardware and software.
  • Knowledge of the use and functionality of Microsoft Office Suite software
  • Ability to read and interpret technical materials such as specifications, technical manuals and other project documentation.
  • Ability to communicate orally and in writing to individuals and groups.
  • Ability to facilitate meetings and instructional classes.
  • Ability to establish working relationships across the Virginia Judiciary, external organizations, contractors and suppliers.
  • Ability to work independently and under pressure to perform multiple concurrent tasks and responsibilities and changing priorities.
