Role: Erp Project Manager (PeopleSoft)
Location: Newton, North Carolina
Duration: 1+ Year
Our client has used Oracle PeopleSoft for more than 25 years. The current versions in operation are Financials and Supply Chain Management (FSCM 9.2) and Human Capital Management (HCM 9.2). The client plans to assess and select a software replacement that aims to improve financial transactions and business processes, human resources management, budgeting, and performance measurements.
OBJECTIVE
The objectives of this project are as follows:
Reduce manual processes and increase productivity.
Decrease paper usage and minimize paper-based processes.
Enhance integration between applications and other systems.
Utilize newer technology.
Ensure business requirements and improved workflows align with County expectations and support operational efficiencies.
PROJECT MANAGEMENT
- Identify all project stakeholders; formalize a consultant communication plan; develop a project plan with timelines; facilitate project meetings; document all decisions; and record all issues with proposed actions.
Deliverable: Project documents required to support a project of this size, such as a project plan with timelines, communication plan, executive status reports, and other relevant documentation.
NEEDS ASSESSMENT / GAP ANALYSIS
- Review, evaluate, and document existing systems in accordance with the County's goals and objectives. Determine and record the functional requirements necessary for County departments. The Consultant, working with County subject matter experts, will identify opportunities for business process improvements within current systems that could be addressed with a new ERP software solution. Potential enhancements to system design and efficiency will be proposed.
Deliverable: Needs Assessment/Gap Analysis report detailing current business practices and areas where needs are not met by the existing ERP solution. Document assumptions and constraints impacting project outcomes.
RFP DEVELOPMENT
- Develop an RFP informed by the Needs Assessment and Gap Analysis findings. Prepare an RFP for the County's new ERP software and implementation services. The RFP will include requirements and specifications to replace existing ERP functionality and address future County needs.
Deliverable: Completed RFP for ERP software and implementation.
DEVELOP AN ACTION PLAN TO IMPLEMENT ERP SOLUTION
- Create a comprehensive action plan for implementing ERP solutions, including prioritization of requirements, suggested implementation time frames, needed County staff resources, and time allocation.
Deliverable: Detailed action plan report for the ERP solution implementation phases. Outline necessary County resources for implementation, assess staff workloads, and specify areas where external temporary help may be used.
EVALUATION AND SELECTION OF VENDOR
- Assist the County during the RFP selection process by coordinating software demonstrations and on-site visits. Support identification of potential risks and issues to inform the County's vendor selection.
Deliverable: Written analysis of vendor proposals and recommendation for the vendor aligning with County objectives.
CONTRACT NEGOTIATIONS
- Support County staff in negotiating the contract with the selected software vendor.
Deliverable: Proposal review and negotiation assistance.
IMPLEMENTATION MANAGEMENT (OPTIONAL)
- Guide the County through software implementation, identifying and evaluating required process changes for successful ERP rollout. Monitor training activities, vendor adherence to contract terms, user acceptance testing, and authorize system acceptance for project closeout. Assist with data configuration, controls, permissions, workflows, development of standard operating procedures for County end-users, and act as liaison between County and vendor during Go-Live.
