Position Overview:

The Naval Postgraduate School s Department of Operations Research is seeking a highly qualified Adjunct Instructor to deliver OS4703 Cost Estimation IV: Applied Cost Analysis as a graduate-level distance learning course. This course is part of a sequence of cost estimation courses aimed at equipping students primarily military officers and DoD personnel with a deep understanding of cost analysis principles applied to defense acquisition and support systems.

The instructor will be responsible for delivering engaging and rigorous instruction via ZoomForGov or Microsoft Teams, evaluating student progress, and supporting student learning through virtual office hours and timely feedback.

This is a contract-based position with an estimated 220 total labor hours required for course preparation, delivery, grading, student support, and administrative responsibilities over the contract period.

Key Responsibilities:

  • Deliver live, online lectures (3 hours/week) based on course content provided by NPS.
  • Review, update, and tailor provided instructional materials (syllabus, lecture notes, assignments, etc.) for the current class.
  • Assess student learning via homework, quizzes, exams, and/or projects.
  • Provide mid-quarter and final student performance assessments to the Technical Point of Contact (TPOC).
  • Maintain an up-to-date course collaboration site (Sakai) and complete a course journal.
  • Host a minimum of two hours of weekly virtual office hours and respond to student inquiries within one business day.
  • Submit final grade recommendations to TPOC and upload approved grades to the NPS academic tracking system.
  • Participate in a planning meeting with the TPOC to align on course goals, content, grading, and expectations.

Required Qualifications:

  • Minimum of a Master s degree in Operations Research, Mathematics, Probability and Statistics, or a closely related field.
  • At least three years of experience teaching technical courses at the graduate level, preferably in a Distance Learning environment.
  • Minimum of five years of practical experience in a DoD Cost Estimating and Analysis environment.
  • Demonstrated experience developing cost estimates for ACAT I, II, or III acquisition programs.
  • At least five years of experience in mathematical modeling, including:
    • Cost Estimating Relationship (CER) models
    • Economic modeling
    • Regression and non-linear regression analysis

Preferred Skills:

  • Familiarity with DoD acquisition processes and PPBES.
  • Proficiency with online learning platforms and course collaboration tools (e.g., Sakai, Zoom, Teams).
  • Experience customizing course content for diverse military audiences.

Additional Information:

  • All course materials and online platform access will be provided as Government Furnished Information (GFI).
  • The contractor will perform duties remotely and must ensure access to stable internet and audio/video tools to facilitate virtual instruction.
  • This is a contract-based instructional position. Projected labor hours for the contract total 220 hours. Compensation details to be provided during the proposal/contracting process.
