Job Title: Business Analyst/Product Owner
Location: Austin, Texas- Onsite
Overview:
The Business Automation Support (BAS) unit within the Medicaid and CHIP Services (MCS) Department is seeking a highly skilled Business Analyst/Product Owner to support the Provider Enrollment and Management System (PEMS) project. PEMS is a centralized electronic method for Medicaid and non-Medicaid program providers to submit a single application for enrollment. The selected candidate will play a key role in driving improvements to PEMS and enhancing the provider experience and system functionality.
As a Business Analyst/Product Owner, you will work closely with internal units, TMHP technical sprint teams, and business users to deliver quality products that meet operational and technical requirements. This is an exciting opportunity to apply your business analysis and Agile methodology expertise to deliver a critical project impacting Medicaid services.
Key Responsibilities:
- Program and System Analysis: Analyze program policies, procedures, and processes to assess their impact on business systems and functional areas, and identify areas for improvement.
- Business Requirement Gathering: Work with program staff to solicit, analyze, and document business processes, requirements, and use cases. Ensure all business requirements align with the overall project goals.
- Documentation & Communication: Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs. Prepare clear and concise technical documentation, including user stories, test plans, risk assessments, and project status reports.
- Liaison Between Stakeholders: Serve as the liaison between state staff and vendors, translating business and operational requirements into technical specifications.
- Agile Methodology: Act as the Product Owner for an Agile team, working with Agile/Scrum teams of contracted software vendors to implement system changes. Approve and prioritize user stories, based on business needs and stakeholder feedback.
- Test Case Development: Develop, review, and maintain business user test scenarios and participate in systems and user acceptance testing. Ensure all tests map back to documented business requirements.
- Risk Management: Identify project risks and issues, developing mitigation strategies to address potential roadblocks or delays. Report project status regularly to management, ensuring that risks, issues, and key decisions are communicated clearly.
- Project Management: Manage project timelines, deliverables, and schedules. Track, document, and report progress on all project-related tasks and milestones.
- Collaboration and Meetings: Participate in meetings, presentations, and discussions with internal and external stakeholders. Document action items and business decisions made during these interactions.
- Continuous Improvement: Provide recommendations for process improvements and work collaboratively to enhance the functionality of the PEMS system.
Minimum Qualifications:
- 8+ years of experience as a Business Analyst and Agile Product Owner.
- 8+ years of experience utilizing the Agile software development methodology.
- 8+ years of experience performing complex business analysis and writing technical documentation.
- 8+ years of experience reporting project status to management, including tracking risks, issues, and key decisions.
- 8+ years of experience identifying project risks and issues, and developing mitigation strategies.
- 8+ years of experience in effective written and oral communication, including documenting requirements, deliverables, test scenarios, and project status updates.
- 8+ years of experience interacting with business end users to gather, validate, and document business requirements and translate them into technical solutions.
- 8+ years of experience reviewing and approving complex technical user and system requirements written by vendors.
- 8+ years of experience with Microsoft Office products (Teams, Word, Excel, PowerPoint).
- 8+ years of experience in test management, developing test strategies, test plans, and exit criteria.
- 8+ years of experience executing detailed test cases within a complex software environment.
- 8+ years of experience using test management software.
- 8+ years of experience with Microsoft Project or similar project management software.
- 8+ years of experience approving and prioritizing user stories based on stakeholder feedback and subject matter expertise.
- 8+ years of experience working with Medicaid systems and processes, particularly in claims processing.
