As we expand our federal presence, we are seeking a strategic and driven Federal Capture Manager to lead our efforts in securing new government contracts.
Position Summary:
The Federal Capture Manager will play a pivotal role in identifying, pursuing, and winning federal IT staffing and services opportunities. This individual will lead capture strategies from opportunity identification through proposal submission, working closely with business development, proposal, recruiting, and delivery teams to drive successful outcomes in the federal contracting space.
Key Responsibilities:
Lead end-to-end capture management for federal IT staffing and professional services opportunities (both prime and subcontract).
Research, identify, and track target opportunities using tools such as SAM.gov, GovWin, and agency forecasts.
Develop and execute win strategies including competitor analysis, pricing strategy, teaming arrangements, and solution positioning.
Establish and grow relationships with key government agencies, contracting officers, prime contractors, and potential teaming partners.
Collaborate with proposal writers and technical teams to develop compelling and compliant responses to RFPs, RFQs, and RFIs.
Maintain a robust pipeline of qualified federal opportunities aligned with company goals.
Support bid/no-bid decisions, gate reviews, and post-submission debriefs.
Stay up to date on government procurement trends, regulations (e.g., FAR, DFARS), and contract vehicles (e.g., GSA, IDIQ, BPA, GWAC).
Qualifications:
Bachelor s degree in Business, IT, Public Administration, or a related field.
5+ years of experience in federal business development or capture management, preferably in the IT staffing or government services industry.
Proven success capturing and winning federal contracts, ideally with civilian and/or defense agencies.
Strong understanding of government procurement cycles, contract types, and compliance requirements.
Exceptional communication, negotiation, and relationship-building skills.
Experience collaborating with recruiting, pricing, and proposal development teams.
Familiarity with federal contracting tools and databases (SAM.gov, FPDS, GovWin, etc.).
Ability to work independently and prioritize in a fast-paced, deadline-driven environment.
Preferred:
Existing network within federal agencies (e.g., DoD, DHS, VA, HHS, GSA).
Knowledge of IT roles and technologies in a government context.
Experience with small business set-asides and socio-economic designations (8(a), WOSB, SDVOSB, HUBZone, etc.).
