We are seeking a highly skilled and experienced Software Development Manager to lead the development and maintenance of multiple enterprise applications simultaneously. This role involves managing a blended team of full-time and contracted developers, applying SDLC best practices, and ensuring alignment with business goals. The ideal candidate will have strong technical expertise in .NET technologies and relational databases, along with excellent leadership and communication skills to collaborate with both internal teams and external stakeholders.

Key Responsibilities:
- Lead and manage multiple software development teams across enterprise applications
- Oversee the full software development life-cycle (SDLC), from requirements gathering to deployment and support
- Building robust, custom business applications from the ground-up/scratch
- Collaborate with program area stakeholders to understand business needs and help translate them into technical solutions
- Provide hands-on technical guidance in various technologies such as .NET and relational SQL databases
- Experience building and leading development of ETL, data-centralization for reporting consumption
- Manage vendor relationships and coordinate with contracted development resources
- Ensure code quality, security, and performance through code reviews and best practices
- Develop and track project plans, timelines, and budgets
- Foster a culture of continuous improvement, innovation, and accountability

- Ability to manage multiple priorities and stakeholders simultaneously

Preferred Qualifications:
- Experience in government or education industries
- Understanding of cloud platforms, including but not limited to Power BI.

10 Required Enterprise Software Development Life Cycle
10 Required Strong hands-on experience with .NET (C#, , .NET Core)
10 Required Excellent, effective communication with customer and design ideas with teams, verbally & written
5 Required Estimating work with accurate timelines and resource requirements
5 Required Experience with Agile/Scrum and traditional SDLC methodologies
5 Required Proficient in ETL and relational databases (SQL Server, Oracle, or MySQL)
5 Required Proven experience managing both full-time and contract developers
5 Required Familiarity with DevOps practices, CI/CD pipelines, and version control (e.g., Jenkins, Bit Bucket)
3 Required Leadership or management role overseeing enterprise development teams
5 Preferred Government or Education enterprise solutions
3 Preferred Blazor Server, Blazor WSM
2 Preferred Power BI.
