We are seeking a highly experienced Data Migration Lead to manage and deliver complex data migration initiatives across multiple legacy systems (TWC, BHN, COR Portal) into modern, enterprise-level platforms. The ideal candidate will possess deep expertise in data management, migration strategy, ETL frameworks, legacy system analysis, and cross-functional stakeholder collaboration.
This role requires a technically strong, process-driven leader who can direct data migration lifecycle activities from strategy and mapping to testing, release, and post-go-live support while guiding development teams with clear technical design and pseudo-code direction.

Key Responsibilities
1. Data Migration Leadership
- Lead end-to-end data migration efforts from TWC, BHN, COR Portal, and other legacy systems to new platforms.
- Define, manage, and optimize the complete migration lifecycle.
- Assess legacy data structures, models, schemas, and data integrity.
- Ensure compatibility with the new target system models.
- Design and implement data mapping, profiling, cleansing, transformation, and loading (ETL) strategies.
- Establish best practices and standards to ensure accurate and efficient migration.
- Provide pseudo-code and technical workflows to development teams.
- Validate development outputs against migration design standards.
- Oversee QA, UAT, Release Management, and Warranty Support.
- Ensure all milestones meet the required quality and performance benchmarks.
- Partner with Business, Legal, Infrastructure, Architecture, and Operations teams.
- Define project scope, deliverables, timelines, risks, and mitigation plans.
- Identify and eliminate bottlenecks in enrollment, customer platforms, and integration layers.
- Drive time and cost-saving improvements in processes and data flows.
- Generate CMS reports, compliance documentation, and audit-ready artifacts.
- Communicate progress, risks, dependencies, and decisions to leadership.
- Lead cross-functional project teams.
- Guide on data quality management, model updates, defect resolution, and migration readiness.
- Support modernization of platforms such as TMSIS.
- Design campaigns supporting community enrollment tied to system transformation.
Required Skills & Experience
- 10+ years in data migration, ETL, and data architecture.
- Strong understanding of legacy system structures and modernization patterns.
- Experience developing data mapping, transformation, and ETL frameworks.
- Proficiency with CMS reporting, audit frameworks, and federal/state compliance.
- Strong leadership, communication, and stakeholder management skills.
- Ability to write pseudo-code and guide developers on implementation.
Preferred Experience
- Experience with TWC, BHN, COR Portal.
- Exposure to large-scale enrollment platforms or healthcare/government ecosystems.
- Prior involvement in modernization efforts such as TMSIS.
