Job Details

Job Title: Project/Program Manager (PMBOK, PMP, Scrum Master IT, Stakeholder & Vendor Management)

Location: Albany, NY (Hybrid)

We are currently seeking candidates who meet the following qualification

Qualification:

  • Extensive experience serving as a Project or Program Manager overseeing large-scale, complex IT projects involving multiple cross-functional teams of 30 or more members, including business and IT stakeholders across various organizations and agencies.
  • Proven expertise in developing and executing comprehensive project roadmaps and management plans, including charter, scope, schedule, cost, quality, communication, change, risk, issue, resource, and vendor management components, while managing the full project lifecycle from initiation through closeout.
  • Skilled in developing and maintaining detailed project schedules in Microsoft Project, tracking progress and variances against baselines, and applying Agile, Waterfall, and Hybrid methodologies.
  • Demonstrated experience conducting Scrum sessions, facilitating executive-level project status meetings and presentations, and creating visually effective project dashboards for ITS and client agency leadership.
  • Proficient in defining and managing project scope, work breakdown structures (WBS), and requirements elicitation; experienced in systems analysis, design, and documentation of business analysis deliverables including Business Requirements Documents (BRD), Functional Specifications, and Requirements Traceability Matrices (RTM).
  • Experienced in managing projects under a PMBOK-based project management framework governed by a formal Project Management Office (PMO), ensuring strict adherence to standardized processes, templates, and quality guidelines.
  • Strong background in project quality management, including quality planning, assurance, end-to-end system testing, user acceptance testing (UAT) defect tracking, metrics management, and quality governance.
  • Skilled in facilitating and documenting complex business requirements through structured elicitation sessions with stakeholders and subject matter experts.
  • Holds a Bachelor's or Master's degree from an accredited institution (3.75 credit for Bachelor's, 5 for Master's).
  • Over 24 months of post-certification experience as a Project Management Professional (PMP); valid certification maintained and available upon request.
  • Over 24 months of post-certification experience as a Certified Scrum Master (CSM); valid certification maintained and available upon request.
