Description:
IBSS Corporation is seeking an experienced and strategic Senior Program Manager IV to lead efforts in support of the Automated Surface Observing System (ASOS) Service Life Extension Program (SLEP). This key role provides programmatic leadership, business process guidance, technical oversight, and lifecycle management in close coordination with Government stakeholders. The Senior Program Manager will work across technical domains systems engineering, deployment, telecom, and budgeting to modernize and sustain ASOS nationwide. This position is contingent upon successful award of the contract.
Key Responsibilities:
Program Leadership & Strategy
- Serve as the lead contractor program interface with the Government ASOS Program Management Office (PMO).
- Support the modernization and evolution of ASOS systems in accordance with NOAA/NWS policies, directives, and life cycle processes.
- Provide expert-level guidance in the planning, integration, testing, deployment, and sustainment of ASOS SLEP components.
Business Process Development & Oversight
- Develop and refine business process analysis and improvement plans to increase program efficiency and transparency.
- Lead efforts to define, track, and manage communications between production contractors and Government teams.
- Support the Government in managing warranty claims, system deployment logistics, and transition planning under the EIS contract vehicle.
Technology Research & Risk Management
- Perform market research and technology assessments to support acquisition decisions and combat component obsolescence.
- Conduct and support security planning and risk assessments to meet federal standards and ensure system integrity.
Program Planning & Execution
- Develop and maintain a resource-loaded Integrated Master Schedule (IMS) to align activities across engineering, field deployment, and program reporting.
- Oversee program planning, procurement, budgeting, invoice reconciliation, and financial forecasting efforts.
- Provide administrative and strategic support for the preparation of status briefings, milestone reviews, and program documentation.
Stakeholder Coordination
- Work closely with engineers, analysts, deployment managers, and web developers to ensure integrated program delivery.
- Facilitate coordination between cross-functional contractor teams and NOAA/NWS technical leads.
Required Skills & Qualifications:
- Bachelor's degree in Communications or Electronics Engineering
- PMP certification
- 10 years related experience
- Demonstrated experience managing large-scale federal programs, preferably in meteorological systems, aviation, or telecommunications
- Experience manager $10M+ in Dollar value
- Experience managing a team of 10+ direct reports
- Proven expertise in lifecycle planning, schedule and risk management, and systems integration
- Strong understanding of government acquisition and program management principles
- Excellent verbal and written communication skills; ability to lead cross-disciplinary teams and present to senior stakeholders
- Proficient in Microsoft Project, Office Suite, and related scheduling and budgeting tools
Preferred Qualifications:
- Master's degree in Engineering, Systems Management, or related field
- Agile and Hybrid Project Management Framework Experience
- Familiarity with NOAA, FAA, or NWS systems and procedures
- Experience managing geographically dispersed deployments and multi-vendor integration
