This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.

Background
The Consultants will work with the Child Support Program, Enterprise System Support Process (ESSP), augmenting current program resources and providing technical assistance consultation services in support of the of the CAMS system.
These positions will work and coordinate with agency executive and managing sponsors, technical and functional staff, contractors, partners and vendors for the design and implementation of the S/4HANA upgrade project and ensure all required and appropriate project deliverables, reporting and communications are completed
EDUCATION/CERTIFICATIONS
Education - Bachelor s degree in computer science, Information Systems or other related field, or equivalent work experience.
Experience, Duties, and Responsibilities ECC, Functional Analyst Required experience:
Minimum 11-12+ years in IT with 7+ years of experience in:
a. SAP BW/4HANA
b. Functional SAP experience
c. Full Software Development Life Cycle (SDLC), including:
o Requirements Gathering
o Functional Design Documentation
o Resource Planning
o User Acceptance / System / Integration Testing
o Implementation & Post-Go-Live Support
o Ongoing Maintenance and Enhancements
Minimum 5 years of experience:
a. SAP Business Warehouse on HANA (BW on HANA)
Knowledge of:
a. Enterprise Resource Planning (ERP) applications and/or Object-Oriented Analysis and Design principles
b. Basic architecture of S/4HANA
c. Core components and structure of BW/4HANA
Preferred Experience
a. Familiarity with FDOR CAMS systems
b. SAP BW/4HANA-related certifications
c. Hands-on experience with Business Warehouse functionality in SAP
d. Background in Child Support Programs, with understanding of:
o Federal reporting requirements
o Performance accountability measurements
Mandatory Training in SAP S/4HANA
CAMS will be transitioning to the SAP S/4HANA applications. Required knowledge for staff augmentation resources under this contract require S/4HANA advanced training. The consultant must satisfactorily complete at least 40 hours of advanced training in the SAP S/4HANA applications at the contractor s or consultant s expense. The Department will not provide, arrange, or pay for the training, and will not reimburse the contractor or consultant for the cost. The time needed for this training may not be billed to the Department. The contractor must provide documentation with its reply that the consultant has
completed the training, or the training can be completed, and the documentation provided to the Department within six months after the effective date of the contract. Documented technical experience equal to 1000 or more hours on an SAP S/4HANA implementation project will be accepted in lieu of this training requirement.
REQUIRED DUTIES AND RESPONSIBILITIES
3.1.1 Assist in the periodic review and revision of the Operations and Maintenance sections of the CAMS Enterprise Project Plan. Provide opinions and guidance to the CAMS Project Manager.
3.1.2 Use the Project Management tool to record time and progress reporting. Assist in the development of project plans. Manage incidents using the Department tool.
3.1.3 Follow established plans and processes. Provide recommendations for updates as requested.
3.1.4 Perform a preliminary impact assessment of any support requests and provide an impact analysis that covers impact to cost, resources, hardware, software, schedule, and any downstream impact to other IT systems, projects or programs as requested. Lead and manage support requests as assigned. Complete assigned support request related work.
3.1.5 Provide opinion on potential and proposed changes to CAMS by the Department. This may include options and suggestions for alternatives, as well as an impact analysis that covers impact to cost, resources, hardware, software, schedule, and any downstream impact to other IT systems, projects, or programs.
3.1.6 Attend meetings related to CAMS Operations & Maintenance, and any CAMS related modifications or enhancements. Schedule and lead meetings and provide agendas, presentations, minutes, issue, and decision papers.
3.1.7 Provide reports or opinions as directed by the CAMS Project Manager or designee. These are data to assist in decision making, not changes migrated to production. Examples of reports/opinions/ draft responses include providing responses to State and Federal agency inquiry, prepare formal or informal status reports including supporting documentation as needed, prepare materials for interagency, state, and federal audits and other systems reviews.
3.1.8 Assists program staff on an as-needed basis to analyze trends and cause/effect relationships associated with child support program performance, including analysis and dissemination of data related information such as performance accountability measurements (PAMS) and federal
reporting.
3.1.9 Assist in determining the problem and resolve 2nd level requests. Break-Fix resolution and root cause analysis support to address CAMS application problems.
3.1.10 Assist in the proactive management of systems and hardware. Root cause analysis and resolution plan implementation. Identify fixes that require code modification/enhancement to correct operational deficiencies.
3.1.11 Assist in the planning, preparation, and release of major and minor updates to existing software and installation of new software.
3.1.12 Assist in requirements documentation and requirements traceability.
3.1.13 Assist in control and management of software and IT hardware.
3.1.14 Assists in the development and critical review of appropriate workflows, forms, and design documents that describe proposed and/or implemented system functionality.
3.1.15 Assist in the resolution of software and batch processing aborts and abnormal ends.
Recommend revisions. Assist external partners in correcting file irregularities that prevent batch processing.
3.1.16 Create and modify functional documentation, test system changes, work with external partners to test functionality.
3.1.17 Monitor batch as required. Assist in correcting issues that prevent timely and complete batch processing.
3.1.18 Assist technical staff in maintaining existing code, resolution of test discrepancies / defects, production system problem analysis and software modification, resolution of software aborts, performance tuning of code through revised code through revised design structures or actual
code modifications.
3.1.19 Assist technical staff in maintaining system databases.
3.1.20 Assist in the enhancements and maintenance of system interfaces.
3.1.21 Perform production analysis.
3.1.22 Resolve test discrepancies.
3.1.23 Develop functional specifications and update.
3.1.24 Review and provide analysis on functional and technical specifications.
3.1.25 Research SAP documentation to identify fixes, new functionality and to increase system functionality.
3.1.26 Assist in the implementation of new software or existing upgrades. Identify potential system conflicts and assist in corrections.
3.1.27 Document test scripts, conduct tests and document test results. Ensure functionality and results meet requirements.
3.1.28 Assist in review and modification of system access procedures. Ensure all procedures are followed to maintain the integrity and security of the system and data.
3.1.29 Assist in the development, testing and maintenance of user roles and other system access profiles.
3.1.30 For changes, assist in the development, analysis and updating (documentation / configuration) of business rules, business rules design, and testing.
3.1.31 Transfer of project information to Department staff and other external partners, contractors, state, and Federal representatives as requested including specific skills and unique knowledge required to operate, maintain, upgrade, and enhance the CAMS system, knowledge of SAP.
Mentor staff.
3.1.32 Update training documents as required.
Work Timeframes
The selected individuals will occupy a full time position, working up to 40 hours per week. Standard work times will be (or approximately) standard business hours (8a 5p Monday-Friday). Due to new hardware installations, upgrades and maintenance, weekend and/or after hours work may be required on an exception basis. We do not anticipate overtime, but if required, the pay would be the hourly rate, not time and a half.
