Job Details

Job Title: Senior Business Analyst License & Permitting Inspections

Type: Full-time Employment

Key Responsibilities:

  • Collaborate with business stakeholders, inspectors, and IT teams to gather and document functional and non-functional requirements.
  • Analyze existing permitting and inspection processes to identify gaps, inefficiencies, and opportunities for automation or improvement.
  • Assist in the development and implementation of new licensing and permitting systems or upgrades.
  • Prepare detailed business requirement documents (BRDs), process flows, use cases, and test cases.
  • Support user acceptance testing (UAT), training, and change management initiatives.
  • Monitor system performance and data accuracy, ensuring alignment with regulatory and compliance requirements.
  • Generate reports and dashboards to support decision-making, performance tracking, and audit readiness.
  • Serve as a liaison between technical teams and business units to ensure solutions meet business needs.
  • Maintain documentation of policies, procedures, and system configurations.

Qualifications:

  • Bachelor s degree in Business Administration, Information Systems, Public Administration, or a related field.
  • 3+ years of experience as a Business Analyst, preferably within licensing, permitting, inspections, or regulatory environments.
  • Knowledge of permitting and inspection systems (e.g., Accela, Infor, Salesforce, etc.) is highly preferred.
  • Experience with business process modeling, data analysis, and reporting tools (e.g., Excel, Power BI, Tableau).
  • Strong communication and stakeholder management skills.
  • Familiarity with municipal, state, or federal regulatory frameworks is a plus.
  • Understanding of software development lifecycle (SDLC), Agile, or Waterfall methodologies.

Preferred Skills:

  • Experience working with government agencies or public sector entities.
  • Ability to interpret and apply relevant regulations, codes, or ordinances.
  • Project management or business analysis certification (e.g., CBAP, PMI-PBA, CAPM) is a plus
