Job Details
Key Responsibilities:
Strategic Program Oversight
- Lead the development and implementation of statewide policy and operational models for EPSDT and TCM delivery to justice-involved youth.
- Oversee design and execution of a Medicaid delivery model ensuring care continuity 30 days before and after facility discharge.
- Collaborate with Indiana Department of Correction (IDOC), Department of Child Services (DCS), courts, providers, and Managed Care Entities (MCEs).
Policy & Compliance
- Partner with state stakeholders on Medicaid policy to implement Section 5121 (CAA 2023).
- Assist in preparation of the 1115 waiver and other CMS deliverables.
- Ensure adherence to CMS EPSDT and TCM requirements and audit readiness.
Care Coordination & Systems Integration
- Develop workflows integrating juvenile facilities, managed care, behavioral health, and primary care services.
- Establish mechanisms for referrals, enrollment, and follow-up during pre- and post-release.
- Promote trauma-informed, culturally competent care models.
Data, Quality, & Evaluation
- Oversee creation of KPIs, dashboards, and evaluation strategies.
- Track service access, care continuity, and health outcomes.
- Coordinate with FSSA to integrate eligibility, claims, and transition data.
Stakeholder Engagement & Technical Assistance
- Facilitate statewide stakeholder groups, task forces, and cross-sector trainings.
- Provide technical assistance to MCEs, juvenile justice staff, and local partners.
- Support Government Affairs Director in CMS discussions.
Required Skills & Qualifications:
- 5+ years of Project Management experience (preferably in Medicaid, juvenile justice, behavioral health, or public systems reform).
- Strong knowledge of project management methodologies, tools, and best practices.
- Bachelor s degree in Social Work, Criminal Justice, Psychology, or related field.
- Experience developing and implementing policies and operational models.
- Expertise in KPIs, dashboards, and evaluation strategies.
- Strong communication skills (written & verbal) for both technical and non-technical stakeholders.
- Excellent organizational and time management skills to manage multiple priorities.
Desired Skills:
- Knowledge of EPSDT, TCM, Medicaid managed care, or juvenile justice systems.
- Project Management certification (PMP or equivalent) or large-scale implementation experience.
- Familiarity with Indiana s healthcare delivery system and Medicaid waiver/SPAs.
- Experience implementing CMS policy changes or new Medicaid benefits.
- Background working with justice-involved individuals.
- Public-sector or government project experience.
Additional Requirements:
- Must be currently located in Indiana.
- Must pass FSSA fingerprint check prior to engagement.
- Must attend in-person interview.
- Must accept onsite work schedule and 30% in-state travel.
