Summary

You will serve as a IT SPECIALIST (APPSW) in the NAVFAC Information Technology Center (NITC) of NAV FAC ENG AND EXPEDITIONARY WARFARE CTR.

Port Hueneme, California: GS-09: $71,244.00 - $92,615.00; GS-11: $86,199.00 - $112,053.00

San Diego, California: GS-09: $69,809.00 - $90,749.00; GS-11: $84,462.00 - $109,795.00

Duties

Help

  • You will analyze and refine system requirements and consult with customers to refine functional requirements and translate functional requirements into design

    specifications.
  • You will write, debug, and maintain code for software application and/or data structures and data science systems.
  • You will develop final technical specifications for new systems.
  • You will provide technical oversight of system support and analyze and translate technical specifications into integrated applications that automate business processes.
  • You will customize commercial software applications to meet specific customer business requirements and monitor software development contracts to ensure compliance with specifications.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Software Developer (621) within 12 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing software development and data system development support; 2) Implementing design changes in response to changes in customer functional requirements; 3) Analyzing and translating technical specifications into integrated systems for business processes; and 4) Providing technical guidance in designing, coding, testing, and maintaining programs.

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintaining code for software applications; 2) Working with customers to test applications/systems; 3) Translating functional requirements into design specifications; 4) Solving conventional IT application problems using established criteria and guidelines; and 5) Developing technical specifications for new systems.

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Education

For the GS-09:

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows:


  • Master's degree or equivalent graduate degree

OR

  • 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree

OR

  • Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

For the GS-11:

In lieu of specialized experience listed in the qualifications section, applicants may qualify based on equivalent education, as follows:


  • Ph.D. or equivalent doctoral degree

OR

  • 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
