Who we’re looking for:

We are seeking a Program Manager to lead the full execution and performance of a federal cybersecurity program with a strong focus on Security Operations Center (SOC) capabilities. This role is responsible for managing all aspects of program delivery, including cybersecurity operations, cyber engineering, technical delivery, personnel management, and client engagement. The Program Manager will oversee SOC and engineering teams, drive performance across multiple workstreams, and align evolving mission needs with strategic staffing and delivery models. What you’ll be doing:

  • Lead all aspects of program execution, ensuring operational and technical delivery aligns with performance requirements and client expectations
  • Oversee SOC operations and Cyber Engineering workstreams, including 24/7 monitoring, incident response, and threat detection activities
  • Supervise contract project managers, technical leads, and functional staff across diverse cybersecurity domains
  • Evaluate evolving program needs and propose qualified staffing candidates to meet mission objectives
  • Provide business, technical, and personnel oversight across concurrent projects and teams
  • Ensure service delivery meets SLAs and operational KPIs through structured reviews and performance monitoring
  • Develop and implement high-level system, security, and operational requirements to support mission success
  • Maintain strong relationships with senior government stakeholders, providing regular updates and addressing strategic concerns
  • Coordinate program planning, resource allocation, risk management, and issue resolution across functional areas
  • Support compliance with federal cybersecurity frameworks and contribute to continuous process improvement initiatives.

What you need to know:

  • Proven ability to manage complex cybersecurity programs, including SOC operations and cyber engineering initiatives
  • Strong leadership, organizational, and communication skills across technical and non-technical audiences
  • Demonstrated ability to manage multiple concurrent projects with defined delivery methodologies
  • Experience working with federal cybersecurity requirements, operational environments, and mission objectives
  • In-depth understanding of enterprise IT and security environments, including infrastructure, applications, and data flow
  • Strong analytical and problem-solving skills, with the ability to guide technical discussions and strategic decisions
  • Familiarity with program financial management, including budgeting, cost tracking, and resource optimization
  • Ability to engage with senior leadership, deliver executive-level reporting, and influence stakeholder alignment.

Must have’s:

  • Bachelor’s degree in Cybersecurity, Computer Science, Information Systems, Mathematics, Engineering or degree in business management or technical field (master's preferred).
  • 10+ years of program management experience including 8+ years’ experience in cybersecurity and systems engineering.
  • Project/Program Management Professional Certification (PMP) or equivalent.
  • Proven ability to analyze complex requirements and translate them into clear, actionable tasks and processes through critical thinking.

Beneficial to have the following:

  • Experience transitioning programs through major organizational change or modernization efforts.
  • Knowledge of Earned Value Management (EVM) principles in a federal contracting environment.
  • Familiarity with Agile or hybrid methodologies at the program level in large-scale IT environments.
