About the Opportunity

DMI, LLC is seeking a highly skilled and experienced Business Analyst Consultant to support the ERP Modernization
project, specifically focusing on the upcoming system release for payroll operations. The successful candidate will work directly
with the Project Manager, playing a critical role in the planning, execution, and oversight of comprehensive testing
activities for this vital release.

This position requires a blend of strong project management acumen, deep business analysis skills, and a proven track record in
software testing, particularly within the context of large-scale enterprise resource planning (ERP) or payroll systems. The consultant
will be instrumental in ensuring the quality, functionality, and successful deployment of the payroll system enhancements, directly
impacting critical payroll operations.

Duties and Responsibilities:

Collaborate with the Project Manager and business stakeholders to understand payroll system
requirements and design testing strategies for the new release.
Develop detailed test plans, test cases, and test scripts for all payroll-related functionalities, including but
not limited to:
o Gross pay calculations (salaries, hourly wages, overtime, differentials, bonuses)
o Tax withholdings (federal, state, local)
o Garnishments and deductions (benefits, 401k, union dues)
o Leave management (accruals, usage, payouts)
o Retroactive pay processing
o Payroll journal entries and financial integrations
o Employee self-service functionalities (pay stub access, W2s)
o Reporting and compliance.
Execute comprehensive test cycles, including SIT and UAT, for the payroll system release.
Coordinate and facilitate User Acceptance Testing (UAT) with key payroll and HR business users,
guiding them through testing processes and documenting feedback.
Identify, document, and track defects using established defect management processes, working closely
with development teams for resolution.
Perform thorough regression testing to ensure new functionalities do not negatively impact existing
payroll processes.
Conduct data validation to ensure accuracy and integrity of payroll data throughout the system.
Provide regular status updates and progress reports on testing activities to the MetroSync Project Manager
and relevant stakeholders.
Support the development of training materials and user documentation related to the new payroll system
functionalities.
Participate in post-implementation review and provide recommendations for continuous improvement
Understand and analyze business processes and requirements related to financial management, accounting, procurement, and other finance-related functions.
Understand PeopleSoft and oracle Fusion Financials modules to align with business requirements, such as payroll operations, general ledger, accounts payable, accounts receivable, asset management, cash management, and other finance-related configurations.
Understand UKG Workforce Central or UKG Workforce Management cloud Time and Attendance software is a plus
Analyze processes and workflows to identify opportunities for improvement through software support;
Document requirements in user stories/use cases and epics;
Document test requirements in test cases

Analyze and document system interfaces, database structures, and data flows;
Coordinate and lead analytic activities with stakeholders;
Use software tools as required to document requirements, analyze needs, identify risk,
propose designs, and write documentation
Conduct peer reviews.

Qualifications

Education and Years of Experience: Bachelor's degree in computer science, information systems, or a related field

Five (5) or more years of relevant experience

Minimum Requirements:

Demonstrable experience with Enterprise Resource Planning (ERP) systems, particularly Oracle Fusion
Cloud applications (HCM, Financials, Procurement) is required, given MetroSync is powered by Oracle
Fusion.
Experience in IT project management and business analysis roles, with a strong emphasis on system
implementation and testing.
Proven expertise in managing and executing large-scale software testing efforts, including System
Integration Testing (SIT), User Acceptance Testing (UAT), regression testing, and performance testing.
Extensive experience with payroll systems and operations is a mandatory requirement. Candidates must
understand payroll processes, tax implications, union rules, timekeeping, and associated integrations.
Experience with WMATA's specific payroll context (e.g., PeopleSoft, Kronos history) is a significant
plus.
Strong background in business process analysis and re-engineering, with the ability to translate complex
business requirements into clear, testable scenarios and cases.
Experience in the public sector or large government organizations is highly desirable, demonstrating an
understanding of complex stakeholder environments and regulatory requirements.
Skill in process analysis methods and techniques;
Experience in analyzing processes and identifying opportunities for improvements through
software support;
Experience establishing successful relationships with business stakeholders;
Experience in analyzing data structures and data flows;
Experience documenting test cases;
Experience as a Scrum Master/Product Owner in an Agile software development environment;
Excellent communication skills, both oral and written; and
Proficiency with JIRA, Confluence, MS Excel, Word, Visio, or a similar tool, and PowerPoint.
Experience in working with third-party time and attendance systems such as Kronos, HastTrapeze,
integrations is a plus.
Experience in cloud-based ERP deployments.

Preferred Requirements:: Master's degree in computer science or a related field.
PeopleSoft certified

Remote but will be required to work on-site at various locations, specifically:

The manager will work with the Contractor to determine the date/time and place for on-site work. Work is generally hybrid. Specific information about work location as well as whether it is hybrid/remote can be addressed at interview.
