Job Description:

• Complete Job Description: The Project Manager is responsible for leading information technology and business change management projects that focus on leveraging modern technology to improve public safety and companys customer services. The Project Manager designs, plans, and coordinates projects and leads project teams. All work performed shall be guided by VITA and agency project management requirements, as well as industry "best practices" including the Project Management Institute (PMI) framework. The Project Manager will learn, promote, and execute business and technical objectives in partnership with agency management and project sponsors. Project tasks include creating project scope documents, project charters, work plans, communication plans, risk management strategies, budgets, schedules, procurement strategies and proposals, and project status reports. Project scope, plans, budgets, risks, and schedules shall be carefully managed and relevant documentation updated in a timely manner. The Project Manager will work with agency management to establish project teams, define team member responsibilities, assign work, and evaluate team performance. The Project Manager will assist with project supplier management including supplier contracts and procurements.
• Skill, Knowledge, Abilities: Candidates are required to have experience performing the work summarized in the Job Description; advanced computer skills that align with the Job Description; proven leadership and communication skills; demonstrated ability to identify and remove risks and other barriers that may cause projects to be delayed or fail; Project Management Professional (PMP) certification; strong decision-making and strong analytical skills; experience managing business analysts; experience performing technical change management and business change management; proficiency with Microsoft products (MS Project, Word, Excel, PowerPoint, Visio, Outlook).

In addition, candidates must have qualifications as required by the Commonwealth of Virginia Qualification Standards for IT Project Managers, and to have been the Project Manager of record on a Category 3 (medium risk/complexity) Commonwealth project or a project with higher risk or complexity (i.e. Category 1 or 2), including experience related to:

• Advanced Risk Management
• Advanced Project Metrics and Statistical Analysis
• Systems Development
• Enterprise Architecture
• Financial Management for Projects and Programs
• Strategic Planning
