Job Title: GIS Analyst – Project Lead
Location: Fully Remote (Candidates must reside in South Carolina, Georgia, North Carolina, or Tennessee)
Duration: 12 Months Contract (with possible extension)

Position Overview:
The State of South Carolina is seeking a skilled GIS Analyst – Project Lead to support the development, maintenance, and enhancement of Geographic Information Systems (GIS) solutions. The ideal candidate will lead GIS initiatives, provide technical expertise in data management, mapping, and spatial analysis, and ensure the delivery of high-quality GIS products to support state operations.
Responsibilities:
Lead and manage GIS projects from planning through implementation and maintenance.
Develop and maintain GIS databases, maps, and applications using ESRI’s ArcGIS Maps SDK.
Design, develop, and deploy web-based GIS solutions using Python, HTML, CSS, JQuery, Bootstrap, and C#.
Administer and maintain ArcGIS Server and ArcGIS Enterprise environments.
Perform spatial data analysis, quality assurance, and integration of GIS data from multiple sources.
Gather user requirements, provide technical guidance, and ensure GIS solutions meet stakeholder needs.
Support GIS data management, system updates, and troubleshooting efforts.
Collaborate with cross-functional teams to integrate GIS with other business systems and applications.
Required Qualifications:
Education: Bachelor’s degree in Geography, GIS, or a related field.
Experience: Minimum 3+ years of hands-on experience in GIS development and maintenance.
Technical Expertise:
Proficiency with ESRI’s ArcGIS Maps SDK.
Strong programming and scripting experience with Python, HTML, CSS, JQuery, Bootstrap, and C#.
Experience managing SQL Databases and performing ArcGIS Server Administration for ArcGIS Enterprise.
Solid understanding of GIS software standards, data models, and best practices.
Proven ability to analyze user requirements and manage GIS projects effectively.
Preferred Qualifications:
Working knowledge of ArcGIS Server Infrastructure and ArcGIS Enterprise Portal maintenance.
Experience in public sector GIS environments or state government projects.
