Position: Prevailing Wage Program Administrator
Location: Detroit, MI 48226 (3days office)
Duration: 6 Months
Summary:
The Prevailing Wage Program Administrator is responsible for overseeing and ensuring compliance with federal state, and local prevailing wage laws and regulations. This role involves managing wage determinations, revies certified payrolls, conducting audits, and serving as a liaison between contractors, government agencies, and internal departments. The ideal candidate will have a strong understanding of labor compliance, excellent anal skills, and a commitment to upholding fair labor standards.
Key Responsibilities:
- Administer and monitor prevailing wage compliance for DTE Managed projects that fall under the PWA and Davis Bacon Act requirements.
- Interpret and apply Davis-Bacon Act, Service Contract Act, and state/local prevailing wage laws.
- Review and verify certified payroll reports for accuracy and compliance.
- Conduct internal and external audits of payroll records and labor classifications.
- Provide training and guidance to contractors, subcontractors, and internal staff on prevailing wage requirements
- Maintain accurate records and documentation for audits and reporting purposes.
- Investigate and resolve wage complaints or discrepancies.
- Coordinate with legal counsel and regulatory agencies as needed
- Prepare and submit required reports to funding agencies and oversight bodies.
- Stay current on changes in labor laws and wage determinations.
Education & Experience:
- Bachelor's degree in Public Administration, Human Resources, Business, or related field (or equivalent experience).
- 3+ years of experience in labor compliance, payroll administration, and/or contract management.
- Experience with public works or government contracting preferred.
- Experience in contract management that include Organized Labor Agreements; union labor; and fringe benefits.
Skills & Competencies:
- In-depth knowledge of prevailing wage laws and labor compliance regulations.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Proficiency in Microsoft Office Suite and payroll/compliance software.
- Ability to manage multiple projects and deadlines with attention to detail.
Preferred Qualifications:
MBA; Master of Business Administration or other Masters level degree.
Certified Payroll Professional (CPP) or similar certification.
Experience with LCPtracker, Elation Systems, or similar compliance platforms.
Working Conditions:
- Primarily office-based with occasional site visits or travel.
- 3 days in office and 2 days working, from home/remote. Tue/Wed/Thurs in office,
May require extended hours if urgent need exists during peak reporting periods or audits
