Organizational Change Management (OCM) Lead
Location: Jefferson City, MO (Hybrid Onsite 3 days/week)

Job Overview:
The OCM Lead will be responsible for planning, coordinating, and executing change management activities that align people, processes, and technology across the modernization program. The role will involve direct engagement with project leadership, communications and training teams, and implementation partners to support both strategic and operational readiness. This role requires strong public-sector experience, particularly with large-scale technology transformations, and the ability to connect change management with training strategies to drive user adoption and minimize disruption.
Responsibilities:
- Change Management Leadership
- Conduct change readiness assessments and stakeholder impact analyses
- Develop and execute a comprehensive change management strategy, including communication and engagement plans
- Identify risks to adoption and recommend mitigation strategies
- Support executive and operational leaders in championing the change across the organization
- Training Collaboration
- Partner with training leads to align curriculum and delivery with change impacts
- Support training needs assessments and incorporate feedback into change planning
- Coordinate post-training reinforcement activities to solidify adoption
- Stakeholder Engagement
- Facilitate stakeholder workshops and forums to gather feedback and promote transparency
- Tailor messaging and materials to meet the needs of various audiences, including DOR staff, field office agents, and partner organizations
- Monitor engagement levels and adoption metrics and adjust strategies accordingly
- Sustainment Planning
- Establish mechanisms for ongoing feedback, change reinforcement, and issue resolution after system go-live
- Collaborate on continuous improvement efforts post-implementation
Qualifications:
- 7+ years of experience in Organizational Change Management, with at least 3 years supporting large-scale public-sector IT implementations
- Experience working with state departments of revenue, motor vehicle systems, or similar customer service-oriented government functions
- Familiarity with DMV modernization or enterprise system rollouts (e.g., FAST, SAP, Salesforce, etc.)
- Strong understanding of change management frameworks (e.g., Prosci, Kotter, ADKAR)
- Demonstrated ability to work collaboratively across technical and non-technical teams
- Exceptional communication, facilitation, and stakeholder management skills
Preferred:
- Certification in change management methodologies (e.g., Prosci)
- Experience supporting training strategy or instructional design in alignment with OCM
- Knowledge of Missouri state government operations or familiarity with DOR business processes
- Experience supporting contract license office networks or distributed stakeholder environments
Engagement Details:
- Hybrid preferred (regular on-site presence in Jefferson City expected for key meetings, workshops, and go-live support)
- Travel to regional license offices may be required occasionally
- Full-time, long-term engagement with opportunity for extension based on project phases
