Job Summary
The Senior Information Technology Operations Manager is responsible for supervisory, managerial, administrative and technical work involving interacting with information systems and related Digital Modernization activities of a difficult nature. This role manages day-to-day operations of a portfolio of applications and Digital Modernization operations 24/7 on-site support staff. The incumbent coordinates with the Digital Modernizations executive staff and decision makers in other departments in order to identify, recommend, develop, implement, and support cost-effective and reliable technology solutions for all aspects of the organization. The Sr. Information Technology Operations Manager serves as a subject matter expert responsible for providing highly technical judgment and action to resolve complex issues. The incumbent performs and completes all tasks in accordance with all Service Level Agreements and Standard Operating Procedures established by The Authority.

Minimum Qualifications :
Education
- A bachelor's degree in computer science from accredited college or university or related field.
- Or in lieu of the degree a high school diploma or GED and an additional four (4) years of experience in progressively responsible and diversified information systems, experience monitoring contracts, managing information technology department operational planning and projects, and technical experience in a large organization.
Experience
- Minimum of seven (7) years in progressively responsible and diversified management level information systems, experience monitoring contracts, managing information technology department operational planning and projects, and technical experience in a large organization.
- Proven experience in information technology infrastructure planning and development.
- Prior experience in leadership and management roles, including managing teams, projects, budgets, and strategic initiatives.
Preferred Qualifications
- Experience within transit, infrastructure, utility, or industrial--familiar with managing large assets.

Essential Functions
- Leads Digital Modernization department operational planning and projects.
- Organizes and negotiates the allocation of Digital Modernization resources.
- Collaborates with stakeholders to define business and systems requirements for new technology implementations.
- Ensures the efficient utilization of Digital Modernization resources, including personnel and equipment across the organization.
- Manages the deployment, monitoring, maintenance, development, upgrade, and supports of various systems, including networks, data centers, servers, personal computers, operating systems, and associated hardware for applications portfolio.
- Develops business case justifications and cost/benefit analyses for department spending and initiatives.
- Directs and advances the establishment, development and implementation of a disaster recovery program for applications portfolio. This includes exercising disaster recovery plans on a regular basis and annually updating the recovery plans.
- Analyzes existing operations and makes recommendations for the improvement and growth of department systems.
- Conducts research and remains current with the latest technologies and solutions in support of procurement efforts.
- Manages application operations to identify and solve problems and ensure efficient and cost-effective service.
- Evaluates the effectiveness of staff assignments and resources to ensure maximum utilization.
- Develops training programs, procedures, and materials required for staff and stakeholders.
- Interacts with various department personnel and outside agencies to resolve problems and issues.
- Evaluates systems and participates in design specifications, testing, and acceptance of new technologies to improve and update current equipment or systems.
- Communicates and implements rules, policies, and procedures in support of the authority's safety vision and goals and maintains accountability for the safety performance of subordinate employees.
- Develops maintenance schedules for applications and systems equipment.
- Conducts system feasibility studies and testing.
- Practices asset management for department hardware, software and equipment.
- Ensures staff compliance with policies, procedures, and practices and adherence to labor contracts; conducts counseling sessions, disciplinary investigations, and second level hearings in conjunction with the Human Capital Department.
- Manages operations staffing including recruitment, selection, evaluation, and disciplinary actions.
- Discusses performance of personnel, recommending various forms of commendation as appropriate and fair.
- Responsible for training the staff within the available training budget to ensure a high level of competence, coordinates training with Human Capital Management where appropriate.
- Establishes and maintains regular written and in-person communications with the organizations executive and disciplinary actions.
- Oversees the day-to day application and systems operations.
- Ensures that all applications and systems are properly documented and that methods of tracking all existing and proposed systems are effectively monitored and cross utilized to the maximum extent practicable.

- May also manage the contractors associated with contracts issued by the department.
- Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
