Software Guidance & Assistance, Inc., (SGA), is searching for an Sr Compliance Analyst for a CONTRACT assignment with one of our premier Utility Services clients in Apollo Beach, FL .

Responsibilities :
  • Requires increasing skills and responsibilities in the administration, analysis, development and oversight of internal programs and processes to ensure compliance with the North American Electric Reliability Corporation (NERC)
  • Maintenance of compliance systems and processes used to oversee compliance with the Reliability Standards and associated major rules (25%):
    • Systems and processes to comply with:
      • Reliability Standards - including Monthly/Quarterly/Annual NERC reports
      • NERC Compliance Monitoring & Enforcement Program (CMEP)
      • NERC Rules of Procedures (ROP)
      • NERC Alertso NERC Event Analysis and Performance
    • Firm compliance systems and processes:
      • Firm SharePoint site databases and data management
      • Firm Internal Compliance Program (ICP)
      • Regulatory Affairs monitoring & tracking programs
  • Serve as the primary administrator for FRCC audits, spot checks and enforcement reviews in preparation for and during these events. (25%)
    • Pre-event, develop for review:
      • Internal logistics for event
      • Organization of responsive evidence
      • Index for evidence submittal
      • Preparation of evidence for uploading to FRCC secure portal and vault
      • Pre-audit company survey response
    • During event, develop for review
      • Administration of data response process
  • Process and prepare collected data and reports as necessary for compliance monitoring and assessment and, in general, all aspects of internal and external compliance activities. (15%)
  • Tracking and follow-up of the Firm processes to ensure compliance. (15%)
  • Assist in preparation of self-reports, mitigation plans and Technical Feasibility Exceptions (TFEs) (10%)
  • Monitor NERC, FRCC and FCC communications and web pages for Reliability Standards and rule development, schedule changes, and enforcement activity (10%)
  • Key Internal: Works closely with numerous departments and employees at all levels of management
  • Key External: Other utilities, FRCC staff, industry associations, legal counsel and consultants
  • Increased duties and responsibilities focus on improvement in systems and processes, more complex analysis and direct support to subject matter experts in assisting in the development of their compliance processes and procedures.
  • Performs primary and additional duties and responsibilities under limited supervision and general guidance.
  • Research, develop, and implement improved NERC compliance systems and processes to achieve consistency and efficiency in Firm for documentation and procedures.
  • Perform statistical, logical or mathematical analysis as needed for special studies and reports. Complete analysis to support regulatory compliance filings, discovery responses and other document filings.
  • Coordinate the dissemination of information from FRCC and NERC to Subject Matter Experts relating to data requests, evidence handling and submittals, as well as new filing requirements.
  • Provide technical/administration support to subject matter experts for ensuring compliance with all NERC and FRCC approved standards and requirements.
  • Work with outside legal counsel on coordination of internal review of FRCC filings.
  • Increased duties and responsibilities focuses on higher technical level inter-departmental collaboration/coordination to improve systems and company policy and procedures.
  • Performs primary and additional duties and responsibilities with general guidance.
  • Collaborate/coordinate with internal staff in development of improved capabilities in the areas of documentation, coding, and compliance.
  • Perform analysis of current situations and recommend priorities and goals for future company compliance needs; review internal controls, policies and procedures to ensure compliance with NERC standards, guidelines and policies; and respond promptly to external and internal concerns; coordinating corrective actions as appropriate.
  • Coordinate the development of self-reports and mitigation plans. Represent Regulatory Affairs on various company project teams.
  • Serve as lead in company compliance projects.
  • May lead inter-departmental collaboration efforts on compliance activities/projects.
Required Skills:
  • A minimum of three years of experience performing the duties and responsibilities of the Regulatory Compliance Analyst I position; or a minimum of six years of related experience is required.
  • Related experience may consist of work in regulatory compliance areas other than NERC, or work in utility power engineering and operations, or work in IT Security. A combination of direct and related experience may be considered in meeting the required experience.
  • Demonstrated ability to work independently under limited supervision and general guidance frequently exercising the use of independent judgment in the completion of diverse duties. Must have strong analytical skills. Must have or be able to obtain good knowledge of NERC Reliability Standards and associated rules to successfully perform position. Must have proficiency in computer software, including Microsoft Word, Excel and PowerPoint. Must have or be able to obtain skill in associated programs and applications for successful job performance.
  • A minimum of six years of experience performing the duties and responsibilities of the Regulatory Compliance Analyst I/II position, or a minimum of ten years of related experience is required.
  • Related experience must consist of work directly related to compliance with NERC Reliability Standards in utility power engineering and operations or IT Security. An equivalent combination of direct and related experience may be considered in meeting the required experience.
  • Demonstrates the ability to work independently with only general guidance to complete complex duties requiring independent judgment, analysis and interpretation of policy. Demonstrates strong project leadership skills. Must have extensive knowledge of NERC Reliability Standards and associated rules to successfully perform position. Must have proficiency in computer software, including Microsoft Word, Excel and PowerPoint. Must have or obtain skill in associated programs and applications for successful job performance.
