Job Title: IT Governance Analyst 2 Legal Support

Location: Richmond, VA (Hybrid)

Job Summary:

Seeking a Legal Analyst to provide technical support and guidance in developing and interpreting policy, legislative, and regulatory proposals related to information technology operations. The role involves legal and regulatory analysis, coordination with legal counsel on procurement claims, and legislative support for leadership during General Assembly sessions.

Responsibilities: Technical Support & Policy Guidance:
  • Support in drafting and interpreting policy and regulatory documentation for IT governance.

  • Assist in shaping legislative proposals with a focus on procurement and governance.

Legislative Analysis:
  • Analyze legislation relevant to procurement and provide actionable insights to leadership.

  • Serve as the primary IT contact during legislative sessions.

  • Track and report on legislative impacts to internal teams.

Legal Coordination:
  • Coordinate legal activities including debarment actions and procurement claim resolutions.

  • Liaise with legal counsel to ensure compliance and resolution of IT-related legal matters.

Required Skills & Qualifications:
  • 5+ years of experience with Commonwealth of Virginia procurement practices and requirements.

  • 4+ years of combined education/experience in Law, Paralegal Studies, Business/Public Management, Public Policy, or related fields.

  • 5+ years of experience in negotiation, mediation, and dispute resolution.

  • 5+ years of experience managing multiple assignments in fast-paced environments.

  • 5+ years of experience in analyzing complex financial/legal data and generating reports.

Desired Skills:
  • Knowledge of the Code of Virginia related to information technology or the Virginia Public Procurement Act.

  • Virginia Contracting Officer (VCO) certification.

  • Prior experience working in state or local government agencies.
