Summary
This position is in the Department of Veterans Affairs (VA), Office of Information Technology (OIT), Software Product Management (SPM). The Office of Information Technology (OIT) is responsible for implementation of information technologies that are aligned with business strategies of the VA, from Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), National Cemetery Administration (NCA) and Corporate Offices.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirements Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. - Develop and maintain strategic plans to include developing methods to monitor and measure risk, compliance, and assurance efforts. Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals. Lead and oversee budget and staffing.
- Conducts strategic planning, tactical planning, project execution, operations, administrative efficiency, and productivity in relationship to fiscal, acquisition, staffing, and communications of OIT programmatic activities.
- Serves as the expert advisor to OIT/SPM leadership of product objectives, policy, guidance, and operating product status.
- Provides the strategic roadmap for team members who research, analyze, and synthesize information from disparate sources into cohesive and comprehensive artifacts and responses that adhere to appropriate standards and requirements.
- Maximizes business value wherever possible by effectively managing scope and Business Owner expectations. Conducts user research to identify and communicate user requirements by implementing the practice of human-centered design in resolving issues and developing solutions.
- Reviews and interprets OIT policies, program guidance and objectives related to assigned responsibilities and translates into operational management methods, systems, and operations.
- Works closely with Product Owner and team to develop user stories that accurately depict user needs and illustrate the requirement(s) to the development team. Ensures provision of user education and training throughout product life cycle. Assesses industry product market data by calling on internal VA Business Owners and stakeholders to compare competitor products and evaluate the results.
- Manages the production of numerous recurring and ad hoc briefings and reports for VA senior leadership. Reviews, analyzes, an evaluates program execution and performance of programs and ongoing projects within SPM.
- Brings new products to business owners by analyzing proposed product requirements and product development programs; prepares return-on-investment analyses; establishes time schedules with engineering; negotiates feature content with various organizations, including engineering team and external stakeholders.

Specialized experience is defined as: Possessing FAC-P/PM Senior Level Certification (FAI), FAC-COR Level III Certification (FAI), and a Certified Information Systems Security Professional (CISSP) Certification.
