Background.

The Chief Financial Officer (CFO) is identified as the chief fiscal officer and designated agency head for the Department by Article IV, 4(c), of the Florida Constitution (Fla. Const.) and Chapter 17, section 17.001 and Chapter 20, section 20.21(1), Florida Statutes (F.S.). Section 215.94, F.S., identifies the Department as the functional owner of the Florida Accounting Information Resource Subsystem (FLAIR) and the CFO as the functional owner of the Cash Management Subsystem (CMS). FLAIR and CMS perform various financial and cash management functions. The systems support the business aspects of the Department s Division of Accounting and Auditing (A&A), Division of Treasury (Treasury), and State agency financial accounting. In accordance with Proviso Section 6, Line 2340A of the 2014 General Appropriations Act (GAA), the Florida PALM Project (Project), formerly known as the FLAIR and CMS Replacement Project, will replace the existing FLAIR and CMS systems with a single, integrated FMS, known as Florida PALM. Because Florida PALM is replacing the State s accounting system, the testing effort is critical to overall project success.

The Division is the functional owner of the accounting and payroll processes within the accounting system.

The Florida PALM project is responsible for managing and leading testing of system and technical requirements, basic system testing, interface testing, and end-to-end testing of Florida PALM. The Division will collaborate with the Project, Agencies, and enterprise partners to conduct interface testing and end to end testing of enterprise business systems (e.g., PeopleFirst), external third-party systems (banks and providers) and Division specific User Acceptance Testing (UAT).

The Contractor must support the Division to prepare for, manage, and complete testing activities and preparing for the implementation of the Financials and HCM modules.

Mandatory Experience

Bachelor s or Master s Degree in Computer Science, Information Systems, Business Administration, or other related field. Or equivalent work experience.

A minimum of 13-15 years of IT and business/industry work experience.

Experience with document management, groupware, relational database systems, data warehouse and data mining, Web and systems analysis/development.

Experience with PeopleSoft HCM module.

Experience with User Acceptance Testing (UAT).

Managing the day-to-day operations.

Ensuring the quality and timely completion of projects or services.

Providing technical and subject matter expertise in fulfillment of Customer SOWs.

Contractor Responsibilities.

a. Knowledge Engineer (Job#4000). The Contractor, through the Contractor Representative it provides, shall perform the following tasks as necessary as assigned by the Department s Contract Manager to support the Division in confirming and adopting Florida PALM payroll processes:

1. Testing Support:

Preparing for and completing user acceptance and parallel testing of Florida PALM business processes in conjunction with the Florida PALM project, People First project, and the Division.

Reviewing and understanding Florida PALM functional designs to confirm statewide payroll processes are functioning as expected and validating calculations.

Working with Division and UAT support team to document testing results and resolve all issues.

2. Business Process Changes Support:

Understand current and future processes and evaluate change impacts based on business process models and Project documentation.

Providing HCM and payroll business processes subject matter expertise to the Division during working sessions with the Florida PALM project.

Providing subject matter expert recommendations and alternate business solutions to Florida PALM business processes to better meet the Division needs.

Reviewing Division payroll data needs and supporting and documenting the creation of PeopleSoft queries to meet those needs.

Reviewing and preparing desk procedures, job aids, and learning tools (e.g., manuals) to support the Division and agency personnel in performing Florida PALM payroll activities.

Preparing the Division to identify and adapt to the business process changes with Florida PALM.

Collaborating with the Division Training Team to provide knowledge transfer on HCM processes for Division and Agency users.

3. Project Management Support:

Identifying Division risks associated with the business process changes and recommending solutions (e.g., business process changes, policy updates).

Use and share Enterprise Resource Planning (ERP) lessons learned and best practices with the Division that may promote efficiency and help to identify and mitigate potential risks.

Identifying and recording business process change impacts (e.g., policy changes, business process updates) and working through solutions with the Division.

Managing tasks associated with this effort.

Coordinate activities with Division resources responsible for transitioning the Division to Florida PALM.

Collaborating with the Division to develop policy, communications, and training for the Division s customers.

Assist the Division with conversion and cutover planning and execution.
