Job Title: GIS Analyst Public Health Initiatives
Agency: South Carolina Department of Public Health (SCDPH)
Location: Remote / Statewide (Candidate must be a resident of South Carolina)
Duration: Full-time, 40 hours per week (Flexible hours required; may include evenings/weekends as needed)
Project Overview:
The SCDPH seeks a qualified GIS Analyst to support critical public health initiatives through GIS infrastructure maintenance, data analysis, and application support. This role is essential for the implementation of new GIS systems and continuation of key public health programs, including cancer registries, immunization tracking, infectious disease surveillance, and emergency response operations.

Scope of Work:
The GIS Analyst will assist with backend support of the agency s GIS environment, including scripts, REST services, and web APIs. The position supports strategic initiatives, compliance with federal and state regulations, and business continuity. Key responsibilities include:
Key Responsibilities:
Model, analyze, and maintain sensitive and confidential health data, applying de-identification principles.
Perform complex GIS analysis, system design, testing, documentation, and implementation.
Develop and maintain Python scripts supporting GIS interoperability and backend processes.
Manage spatial data, queries, and GIS mapping applications.
Support public health-related spatial data layers and perform spatial analysis using tools such as Spatial Analyst, Insights, Network, and Business Analyst.
Develop and maintain GIS REST services, ArcGIS Online, and ArcGIS Portal applications.
Collaborate with IT staff to ensure systems comply with technical standards and security policies.
Provide system user support, including troubleshooting, account management, and training.
Assist in system testing, production validation, and documentation updates.
Ensure all work aligns with DPH confidentiality and Business Associate (BA) agreements where applicable.
Required Skills & Experience:
3 5 years of experience as a data analyst with public health data modeling, mapping, and cleansing.
3 5 years experience with ArcGIS Pro and ArcGIS Online.
Experience with web services (REST, SOAP).
3 5 years GIS infrastructure administration and monitoring.
Proficiency with SQL Server and GIS mapping.
Strong knowledge of data integration, staging, quality, and distribution.
Familiarity with IT operations, best practices, and organizational processes.
Preferred Skills:
Excellent written, oral, and interpersonal communication skills.
Experience administering Microsoft IIS.
ArcGIS Notebooks proficiency.
Experience with ticketing systems and IT security practices.
Knowledge of CDC, HIPAA, PHI/PII data security and classification standards.
Education & Certification:
Bachelor s degree in a relevant field or equivalent work experience.
Relevant certifications (preferred but not required).
Interview Process:
Initial interview via Microsoft Teams with panel evaluation.
Second round may be conducted if needed.
Candidates not selected initially remain eligible until an offer is accepted.
Work Environment & Tools Provided:
Microsoft Teams and GoToMyPC licenses.
Workstation and required software. Candidate may use personal PC/laptop to connect remotely.
Payment & Contract Terms:
Compensation per State contract; no additional charges (travel, benefits, insurance, room/board) reimbursed.
All work, including source code, data, and GIS solutions developed under this contract, remains the property of SCDPH.
Adherence to DPH IT standards, policies, and procedures is required.
