Job Title: Project Manager -   Technology & Business Process Reengineering

Location: Washington DC

Position Summary:

We are seeking an experienced Project Manager with a strong background in managing complex technology projects and leading business process reengineering (BPR) initiatives within enterprise environments.

The ideal candidate will have a demonstrated ability to lead cross-functional teams, drive system integration efforts, and ensure projects are completed on time, within scope, and within budget.

This position requires hands-on experience in enterprise system implementation, technology evaluation, and stakeholder communication. Prior experience managing transit-related or infrastructure-focused technology projects is highly desirable.

Key Responsibilities:

  • Manage the full project lifecycle of technology and BPR projects, from initiation to closure.
  • Lead efforts in needs assessment, scope definition, risk analysis, and business process improvement with internal and external stakeholders.
  • Develop comprehensive project plans including timelines, resource allocation, budget estimates, and risk mitigation strategies.
  • Draft project specifications, review proposals, and define work plans in collaboration with business and technical teams.
  • Supervise and guide cross-functional project teams through project milestones including system selection, integration, data migration, testing, training, and deployment.
  • Monitor project progress using tools such as MS Project, Primavera, or similar scheduling software.
  • Manage software testing cycles including quality assurance, issue tracking, and resolution.
  • Conduct regular stakeholder and contractor meetings to track progress, manage expectations, and resolve roadblocks.
  • Prepare and present project status reports and documentation to executive stakeholders and clients.
  • Ensure adoption of industry-standard project management methodologies and continuous improvement through lessons learned.
  • Maintain an ongoing strategic view of the system(s) under development, ensuring long-term scalability and sustainability.
  • Evaluate vendor proposals and solicitations to support procurement and contracting efforts.
  • Promote a culture of collaboration, accountability, and transparency across all project phases.

 

 

Required Skills & Competencies:

  • Strong knowledge of enterprise system implementation and system integration best practices.
  • Demonstrated experience in business process analysis, optimization, and reengineering.
  • Proven ability to lead diverse teams and influence stakeholders at all levels.
  • Exceptional communication skills with both technical and non-technical audiences.
  • Proficiency in project scheduling and management tools (MS Project, Primavera, etc.).
  • Familiarity with software QA, defect tracking, and change management processes.
  • Highly organized, with the ability to manage multiple concurrent projects.
  • Strong decision-making skills with the ability to resolve complex issues efficiently.
  • Ability to work independently while maintaining alignment with organizational goals.

Preferred Technical Knowledge:

  • Understanding of voice, data, and power systems (particularly in transit or infrastructure environments).
  • Experience with AC/DC low and high-voltage system design and deployment oversight.
  • Familiarity with Microsoft Office Suite and ability to quickly adopt new software tools.
  • Experience managing technology evaluations and vendor selection processes.

Minimum Qualifications:

  • 7+ years of hands-on experience in Information Technology Project Management.
  • Proven experience managing large-scale enterprise system implementations.
  • Demonstrated experience in transit, transportation, or public infrastructure-related projects.
  • Formal training or certification in Project Management (e.g., PMP, PRINCE2).
  • Experience with electronic project management tools (Primavera, MS Project, or equivalent).
  • Strong background in cost estimation, schedule management, and variance reporting.
  • Familiarity with web-based communication tools and cloud-hosted platforms.

Preferred Qualifications:

  • Project Management Professional (PMP) certification or equivalent.
  • Previous consulting experience in large enterprise or government environments.
  • Experience conducting post-implementation reviews and applying lessons learned to future projects.

Work Environment:

  • May require occasional travel to project sites or stakeholder locations.
  • Hybrid or remote work flexibility may be available depending on project needs.
