JOB DESCRIPTION AND POSITION REQUIREMENTS:

The DevSecOps Department of the Applied Research Laboratory (ARL) at Penn State is seeking energetic, experienced, highly motivated, and technically sound Agile Program Manager to join our teams located in San Diego, CA. The ideal candidate will possess broad technical knowledge of operational/technical skills in one or more specific components including Continuous Integration, Continuous Delivery, Continuous Deployment, Continuous Security, and Data Engineering infrastructure / platform research for DevSecOps with DoD security requirements in mind .

You will:
  • Be the Lead Penn State employee to interface with Government requirements
  • Be primary sponsor contact (not sponsor's contracts department, business office, etc..."the" sponsor)
  • Work directly with the sponsor to provide high-quality assessments and operational and technical solutions
  • Lead the creation of program plans and interact regularly with program sponsors, stakeholders, program teams, and other in completion of the work and communicating status
  • Be responsible for successful and timely completion of contract deliverables (close and complete program in a manner that satisfies sponsor needs and expectations)
  • Direct or conduct research activities
  • Be responsible for business development
  • Review and approve program and project documents and transactions
  • Direct and manage program execution
  • Oversee, monitor and control programmatics across contracts including costs, burn rates, scheduling and technical progress
  • Prepare TDs (Task Description), TDRs (Task Description Revision), SOWs (Statement of Work) and ROM (Rough Order of Magnitude) cost
  • Establish and coordinate improvements to internal program management processes and procedures
  • Participate in strategic planning process
  • Review progress of programs and recommend and support improvement strategies
  • Resolve or assist in the resolution of conflicts and the mitigation of risks within programs
  • Coordinate with internal and sponsor security to ensure protection of sensitive data and equipment.
  • Author program management plans, project demonstration plans, and/or comprehensive final reports that satisfy customer requirements and expectations
  • Conduct research and literature reviews on a breadth of complex concepts and technology areas
  • Manage employees

This position can be filled at multiple levels, depending upon your education and experience. Typical requirements include a Bachelor's degree or higher in an Engineering or Science discipline; 4+ years related experience. Additional experience and/or education and competencies are required for higher levels.

Additional responsibilities for higher level position include:
  • Evaluate and initiate the change processes necessary to enhance programs for unit and/or laboratory use
  • Serve as consultant for new technological advances particularly those using integrated technologies and services
  • Analyze and evaluate vendor proposals for related work; determine the feasibility of proposals and provide or evaluate cost benefit analysis as appropriate
  • Implement, review progress and evaluate results on complex work assignments
  • Meet with various University, national, and/or international personnel to analyze needs, design, and develop technical solutions
  • Maintain an awareness of developments in the industry concerning hardware, software, development trends for growth and impart that knowledge to others
  • Direct, monitor, control and manage multiple programs and programs simultaneously including program close out
  • Manage program requirements, scope, technical and costs risk, schedules and stakeholders expectations.
  • Ensure integrated change control processes are in place and effectively executed
  • Direct subcontracting and procurement planning and execution

Required skills/experience areas include:
  • Significant technical experience and or certifications with Agile Management systems (e.g. Jira, Confluence, GitLab)
  • Broad knowledge of CI/CD, DevSecOps, Cloud and the ability to leverage that knowledge in technical implementation projects
  • A strong understanding of security concepts, best practices and how to apply them, such as Secure Shell, public key encryption, access credentials, certificates, TLS, and data encryption to include Department of Defense and Intelligence Community security policies/processes
  • Skilled in infrastructure / platform management (e.g. Dell on-prem datacenter compute and networking with, VM, Docker, Kubernetes, and micro services architecture)
  • Ability to represent successful completion of work in Agile Management systems (e.g. Jira, Confluence, GitLab)
  • The ability to dynamically prioritize tasks using an agile system (e.g. SAFe, Scrum, Kanban)
  • Excellent communications skills
  • Strong DoD customer relation skills
  • Broad knowledge of CI/CD, DevSecOps, Cloud and the ability to leverage that knowledge in high or low-level strategy discussions
  • Understanding of cyber security requirements (ATO etc..)
  • Understand the complexities of integrating new technology both hardware and software into a Continuous Improvement Continuous Development pipeline (CI/CD)
  • Understanding software development and software integration within DoD
  • Proficiency with Propricer, SIMBA, and Concur
  • Highly motivated and internally motivated
  • Excellent interpersonal skills
  • Organized with attention to detail and accuracy
  • For higher levels 4: Experience managing large IT acquisitions >5Million

Preferred skills/experience areas include:
  • Active government security clearance TS/SCI
  • Security-related certifications (CISSP, CSSLP, CCSP, Security+, etc.)
  • Direct experience with upgrades, migrations, and integration of developmental and tactical platform environments and CI/CD pipelines.
  • Experience participating in security-related roles within the software development lifecycle.
  • Experience working with Atlassian products (JIRA, Bitbucket, Confluence)
  • Experience ensuring reliable data collection; monitoring and auditing integrity of data throughout its lifecycle.
  • Experience employing algorithms to model and estimate data to handle missing/corrupt values; time series modeling and prediction.
  • Experience with data technologies and data engineering - distributed systems, MQTT, ETL with databases with large-scale, complex datasets; data structures and organization for fast, high throughput processing
  • Ability to express yourself and ideas successfully to others in order to provide understanding
  • Past success in providing ideas in written form for clear comprehension to an audience
  • Success in an office environment, where various forms of communication and organizational skills were crucial to be effective
  • Past experience working alongside a diverse group of people from a variety of cultures and backgrounds OR Previous success with collaborations in a diverse, multi-disciplinary, team-oriented culture
  • Demonstrated ability to work through a difficult problem, using proper steps to define and formulate ideas to reach a solution

NOTE:
  • Position Requires onsite support in a classified environment
    • Remote work supported only in limited capacity (short duration, NIPR) and with approval of the sponsor
  • Employee with be required to travel in support of distant end installations or break fix actions if they cannot be accomplished remotely. Such travel may be with limited (less than 3 days) notice.
