THE POSITION
The Orange County Fire Authority (OCFA) is seeking a dynamic, detail-oriented, and forward-thinking Information Technology Supervisor to join the Systems Development and Support Section of the Information Technology Division. The ideal candidate will possess a strong process improvement mindset and demonstrate the ability to implement effective policies and procedures that strengthen the development and support teams. This individual must be capable of performing in high-pressure, crisis situations with composure and sound judgment, ensuring continuity of operations and rapid response to emerging challenges. A willingness to accept off-hours calls, engage in real-time troubleshooting, and maintain clear, consistent staff communication is essential.

This recruitment will be used to fill the current vacancy and establish an eligibility list for future vacancies.

CLASS SUMMARY
Incumbents are responsible for supervising information and communications technology support and professional staff.

DISTINGUISHING CHARACTERISTICS
The Information Technology Supervisor is the seventh level in a nine level information systems series. The Information Technology Supervisor is distinguished from the Senior Information Technology Analyst by its full supervisory responsibilities. The Information Technology Supervisor is distinguished from the Information Technology Manager, which has management responsibilities over the Information Systems Division.

ESSENTIAL FUNCTIONS (These duties are intended to be representative sample of the duties performed by the class.)

  • Supervises technical staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination and disciplinary recommendations and/or decisions.
  • Supervises the operations and project plan preparation and execution in assigned area of responsibility.
  • Evaluates, develops, and documents emerging tools, technologies, and standards; analyzes and makes recommendations and/or decisions regarding feasibility; prepares related reports.
  • Performs needs assessment and recommends or develops systems improvements; defines and develops related end-user training requirements; prepares related documentation.
  • Performs complex administration activities for computer systems, networks, and communications.
  • Performs the most complex technical troubleshooting.
  • Plans, researches, evaluates, writes specifications for, and procures hardware, software, and technical services for all levels of automation.
  • Administers a variety of contracts with external vendors and/or suppliers.
  • Assists in developing the budget for an assigned section of the department; monitors and forecasts expenditures; recommends purchases of equipment; solicits and evaluates bids.
  • Performs other duties of a similar nature or level.
  • Positions assigned to Systems Development and Support may be responsible for:
  • Supervising and participating in translating business requirements into functional and technical solutions
  • Defining software standards, implementation methodologies, and maintenance activities
  • Supervising and participating in application development and support activities
  • Overseeing web-based activities for the Authority

MINIMUM QUALIFICATIONS
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

EDUCATION (position requirements at entry):
Bachelor's Degree in Computer Information Systems, or a related field

EXPERIENCE (position requirements at entry):
Six (6) years of progressively responsible computer systems experience related to the area of assignment, including three (3) years of project management experience.

LICENSES AND CERTIFICATIONS (position requirements at entry):

  • Valid California Driver's License
  • Software Certifications may be desirable

HIGHLY DESIRED QUALIFICATIONS

  • Project Management Professional (PMP) Certification, with demonstrable experience in leading and managing teams of 5 or more through multi-year projects documented in work history.
  • Senior-level hands-on experience developing in modern languages including but not limited to: C#, .NET Core, Angular 15+, TypeScript, Microsoft SQL, Oracle, Bootstrap 4.6+, WebAPI, Java, Python, PowerShell, JavaScript, Microsoft Fabric, DataLakes or other OOP languages. Additional future-leaning technologies should be considered and vendor agnostic.
  • Development of AI-based solutions including chatbots, anonymous agents, and other agentic development based on organizational needs.
  • Excellent understanding of GitHub and Software Development Lifecycles, from requirements gathering through development, testing, deployment and change management.
  • Experience managing and navigating Azure, AWS or similar cloud computing platforms.
  • Understanding of security as it relates to application development on Azure, AWS or similar cloud computing platforms.
  • Previous experience with Computer-Aided Dispatch Systems (CAD) and Records Management Systems (RMS) a plus.
  • Understanding of SharePoint, Office 365 tenancies or similar cloud platforms.

PHYSICAL REQUIREMENTS
Positions in this class typically require: finger dexterity, talking, hearing, seeing and repetitive motions.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

WORKING CONDITIONS
Incumbents may be subjected to moving mechanical parts, electrical currents, intense noises and travel. This position requires regular on-site work at the OCFA s Headquarters located in Irvine, CA.

INITIAL SELECTION REVIEW
