Job Summary:
The Data Manager is a key role for managing and supporting data structure, data processes and data
governance.
Experience:
8+ years of experience managing Medicaid or Major Health Care Payer data projects
5+ years of experience using visualization and analytics tools such as (Tableau, Power BI, Excel,
etc.)
6+ years of experience as a Data Manager (manager of datacenter or infrastructure type
project)
6+ years of experience with implementation and operations of technology deployments
relevant to the proposed solution
Detailed Job Description
Roles & Responsibilities:
Participation and representation in a client facing Data Governance Committee, including
making recommendations, guiding decisions and recommendations within the scope of Client,
State and Federal data governance policies, practices, and standards relevant to data
management
Ensure and maintain to the highest standards the quality and security of data within program
engagement through adherence to processes and procedures for access controls and
monitoring of data activities and use to protect data integrity, including ensuring compliance
for the preservation and protection of Protected Health Information (PHI) and Protected
Identification Information (PII)
Collaborate with stakeholders in the design, testing, implementation and ongoing
maintenance and support activities of data services
Assist the Client in solving data-related issues by managing data corruption or mapping data
between program areas
Maintain internally established data quality reporting metrics, evaluate, and identify
issues/corrections and coordinate and implement data management best practices
Identify data assets, lineage, and business rules within data domains to ensure data element
continuity and avoid data conflict
Manage data design, creation and management of database architecture and data
repositoriesData Manager
Maintain accurate and current content within the data management plan including all
diagrams, workflows, and all other data related documentation.
Conduct and comply with data reviews and auditing to ensure adherence to current
standards, policies and design of the database architecture and repositories
Ensure documentation and processes are followed, including Architectural Board approvals
and other necessary approvals, for all data architecture changes
Participate in Agency Data Governance activities as requested
Oversee adherence to project, Agency, State and Federal data governance policies
Manage and collaborate with stakeholder in the design, implementation, maintenance and
support of data services and projects
Oversees data design and the creation of database architecture and data repository(ies)
Develop the PM Data Management Plan
Manage data mapping and/or conversion activities
Deploy Data Corrective Action processes (as needed)
Provide information as needed for project status reporting
Qualification & Experience:
Bachelor's Degree - Computer Science, Software Engineering, Information Systems, or other
Technical degree
8+ years of experience managing Medicaid or Major Health Care Payer data projects
5+ years of experience using visualization and analytics tools such as (Tableau, Power BI, Excel,
etc.)
6+ years of experience as a Data Manager (manager of datacenter or infrastructure type
project)
6+ years of experience with implementation and operations of technology deployments
relevant to the proposed solution
Databricks and AWS developer/architect certifications a big plus
Technical Skills:
Advanced understanding of SQL or working directly with MS Access joining relational tables
together and knowledge of one other scripting/compiled/statistical programming language
(e.g., VBA, Python, R, SAS, .NET, C++, Java, etc.) Working knowledge of Medicaid Claims and
Administrative data
Understanding of HL7 and FHIR data standards
Working knowledge of Medicaid Claims and Administrative data
Working knowledge of Medicaid Transformation Initiative, Medicaid Information Technology
Architecture (MITA) 3.0, and the CMS Conditions for Enhanced Funding
Additional Qualifications
Strong project planning and estimating skills related to area of expertise
Strong communication skills
Good leadership skills to guide and mentor the work of less experienced personnel
Ability to be a high-impact player on multiple simultaneous engagements
Ability to think strategically, balancing long and short-term priorities
Willingness to travel
