Expectations
a) The QA service provider will conduct quality assurance services comprised of regular reviews and
evaluation of project management processes and artifacts as well as overall program
performance.
b) The QA service provider will conduct reviews of program deliverables to determine whether the
deliverables meet quality standards as well as recommend ways to eliminate the root causes of
unsatisfactory results.
c) The QA service provider is separate and distinct from any of the individual projects, program and
project management offices, or vendors providing services or solutions related to the project and
reports directly to WaTech.
d) The QA service provider provides services throughout the program s life cycles, from planning
through implementation and closeout.
e) The QA service provider will work with any existing or future QA or IV&V Contractors to ensure
alignment and smooth transitions.
f) The QA service provider will provide a high level of engagement throughout program duration
and will actively identify, document, track, and recommend actions to mitigate risks and issues.
g) The QA service provider will assess and monitor program governance and decision-making

h) The QA service provider will assess the program s organizational structure, program processes
and their respective outputs to provide ongoing recommendations to the program on how to
enhance or make those processes more efficient.
i) The QA service provider will monitor the program schedule (and associated project schedules),
deliverable outputs based on the schedule, and other outputs from the program.
j) The QA service provider will engage effectively with the program team, system owners, and
solution vendors to assess gaps and requirements from all parties.
k) The QA service provider will use proven processes iteratively throughout the engagement to
conduct reviews that include, but are not limited to, risk mitigation, technical approach, change
management, requirements traceability, documentation, solution integration, solution
sustainability, security and privacy, testing, and maintenance strategies.
l) The QA service provider will use proven project management and communication tools to ensure
timely and effective information sharing with interested parties.
m) The QA provider will employ professional writers with the skills and ability to deliver concise and
easily navigable documents and deliverables to meet the needs of various audiences. Audiences
include but are not limited to program leadership, key stakeholders including executive steering
committee members, authorizing environment including oversight, technical and program team
members, and the general public.
Services
a) The QA service provider will develop a Quality Management Plan complying with details in the
Deliverables section below.
b) The QA service provider will provide a formal comment log with each QA deliverable they submit.
QA deliverable reviewers will document any concerns or factual corrections during the formal
review. The QA service provider will respond to comments in the comment log, as well as
maintain and track comments to ensure appropriate disposition prior to final submission and
approval of each QA deliverable.
