ASSYST is seeking an Executive Management Specialist to support our client in Laurel, Maryland.
The Executive Management Specialist will provide comprehensive administrative and executive-level support to the Office of the CIO. This position is critical in ensuring the efficient daily operations of the CIO s office, including strategic support for meetings, reporting, budget tracking, personnel coordination, intranet management, and special projects. The successful candidate will possess exceptional organizational, communication, and multitasking skills, and operate with a high level of professionalism, discretion, and integrity.

Key Responsibilities:

  • Oversee daily administrative operations for the Office of the CIO to ensure efficient workflow and execution of priorities.
  • Provide direct administrative support to the CIO, including preparing correspondence, reports, presentations, meeting agendas, and minutes.
  • Coordinate documentation for Commission and leadership meetings, investigations, and special projects; attend meetings as needed.
  • Prepare and maintain HR-related documentation (job descriptions, reclassification paperwork, onboarding/offboarding packets, staffing rosters).
  • Compile and analyze budget, personnel, and operational data; prepare detailed reports with insights and recommendations.
  • Conduct research on complex administrative or technical issues and maintain well-organized reference materials.
  • Maintain and update IT Department organizational charts (high-level and detailed).
  • Manage and update the department s intranet site and recommend content improvements across divisional pages.
  • Analyze and recommend improvements to internal processes to increase efficiency, streamline reporting, and reduce operational costs.
  • Enhance administrative practices (records management, forms control, performance standards, office layouts).
  • Track and report on attendance, personnel changes, budget usage, and performance metrics.
  • Develop reports and actionable recommendations to address procedural inefficiencies.
  • Address and resolve public inquiries or complaints, coordinating with relevant officials for follow-up.
  • Interpret internal policies and communicate procedures to staff.
  • Represent the CIO in meetings as necessary.
  • Review internal documents and communications to summarize findings and make recommendations.
  • Coordinate and track staff training initiatives; maintain development and progress logs.
  • Manage internal communication tools including contact lists and calendars.
  • Plan and manage staff travel, including lodging and transportation.
  • Maintain the out-of-office calendar for CIO s direct reports.
  • Support the IT Summer Interns Program.
  • Perform other duties as assigned.

Requirements:

  • Bachelor's degree in Public Administration, Business Management, or a related field and at least six (6) years of progressively responsible professional or supervisory experience. OR High school diploma/GED and at least ten (10) years of progressively responsible professional or supervisory experience.
  • Thorough knowledge of public administration principles and administrative process analysis.
  • Strong skills in data collection, analysis, and reporting.
  • Excellent verbal and written communication abilities; capable of writing professional correspondence and reports.
  • Strong planning and supervisory skills; able to work with limited direction.
  • Exceptional interpersonal skills; able to handle inquiries and complaints tactfully and professionally.
  • Outstanding attention to detail and organizational ability.
  • High level of integrity and discretion when handling sensitive matters.
  • Ability to manage multiple projects with shifting priorities.
  • Advanced proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook).
  • Proficiency in Microsoft Project, Visio, SharePoint.
  • Experience with project tracking and documentation.

Preferred Qualifications:

  • Experience in a technology or IT department administrative setting.
  • Familiarity with public sector or government operations.
