  • Elicit, organize, document and validate business rules, functional and non-functional requirements for application development projects.
  • Develop use cases and maintain requirements traceability; utilize requirements management repository tools.
  • Facilitate discussions among stakeholders to articulate ideas, manage differing viewpoints, and achieve consensus.
  • Translate complex requirements into clear, concise documentation suitable for technical and non-technical audiences.
  • Support formulation and evaluation of solutions for client business problems and ensure alignment with compliance and business objectives.
  • Prioritize and manage multiple initiatives and deadlines with minimal supervision; adapt to changing environments and shifting priorities.
  • Bachelor s degree in a related technical field, or equivalent combination of education and experience.
  • Six (6)+ years of experience in analysis and design on application development projects in a Business Analyst role, preferably in a large-scale environment.
  • Two (2)+ years of Healthcare, Medicaid, and/or Health Exchange industry experience.
  • Experience with the Affordable Care Act (ACA) in areas such as Eligibility, Enrollment and Notices.
  • Experience with federal and state compliance and regulations; New York State experience is a plus.
  • Demonstrated facilitation skills to enable participants to articulate ideas and reach consensus across stakeholder groups.
  • Detail-oriented with ability to translate complex requirements into clear, concise documentation.
  • Experience developing use cases and managing requirements traceability using repository tools.
  • Strong verbal and written communication skills; able to convey abstract technical concepts to varied audiences.
  • Strong interpersonal skills and ability to collaborate with cross-functional teams.
  • Analytical, problem-solving, and decision-making capabilities
  • able to resolve issues with little oversight.
  • Ability to plan, prioritize and execute multiple projects and shift priorities as necessary.
  • Responsive and adaptive to a complex, changing environment; able to work independently and as part of a team.
