Job Title: Project Manager/Independent UAT Quality Assurance Consultant

Location: Tallahassee, FL (Minimum 50% onsite presence required)

Role Summary:

This role supports the planning, coordination, execution, and reporting of independent User Acceptance Testing (UAT). The consultant will work across multiple agencies and technical teams to validate end-to-end processes, using agency-specific business rules and financial regulatory standards. This position is expected to provide automation testing capabilities, reuse-driven tool deployment, and direct interaction with PeopleSoft system components.

Key Responsibilities:

  • Lead and execute independent UAT activities aligned with the UAT timeline and deliverables (UAT QA-D1 through QA-D5).
  • Develop and implement reusable, automated testing frameworks across multiple agency business systems.
  • Evaluate integration points and functional compliance between legacy systems and Florida PALM's PeopleSoft-based modules (e.g., GL, AP, AR, AM, KK, PO, Payroll).
  • Execute and validate transactions and interface testing using PeopleSoft Financials modules, navigation paths, and data structures including ChartFields and Combo Edits.
  • Review, validate, and execute test scripts based on actual Florida PALM navigation (e.g., Create/Update Journal Entries, Voucher Processing, Supplier Loads).
  • Validate PeopleSoft interface file uploads and outputs (e.g., spreadsheet-based journals, supplier files, asset loads, project budgets).
  • Perform transaction-based testing using agency-specific ChartField combinations and commitment control rules.
  • Report testing progress and adoption metrics per contract deliverables (including tool utilization and coverage).
  • Coordinate with state agency stakeholders, technical leads, SMEs, and project managers to ensure clarity in requirements and results.

Required Qualifications (per RFQ Section 7a):

Personnel must demonstrate the following experience:

1. Experience working with the state of Florida or large local or federal government entity on major information technology projects where a legacy system that was being used by multiple entities was being replaced by an ERP system.

2. Experience identifying and prioritizing testing automation for systems that are integrating with a large ERP system.

3. Experience implementing testing automation across multiple systems that are integrating with a single ERP system.

4. Experience working with multiple entities involved with developing remediation of their IT systems, that are all integrating with the same ERP system. Including experience:

i. evaluating separate business system for their individual testing needs;

ii. evaluating each separate business systems core functions and confirming the integrations with the ERP system can support their core mission (e.g., statutory);

iii. prioritizing, developing and implementing centralized testing across all entities; and

iv. increasing the efficiency of testing and reduce redundant work.

5. Knowledge of applicable state of Florida and federal laws for financial regulations, including laws that are applicable for individual agencies across the State of Florida.

6. Knowledge of project management industry standards.

7. Knowledge of State project management standards and governance structures.

8. Strong communication (verbal and written) skills and experience communicating with multiple levels of Department and State agency staff, from leadership (e.g., Project Director) to technical and functional staff, as well as with external stakeholders.

9. Experience with third-party (Agency Business) system integration testing.

Additional Requirements:

  • Must be able to work onsite in Tallahassee for at least 50% of the time.
  • Must complete DFS Security Awareness Training and Florida PALM Orientation within 10 business days of onboarding
  • Must pass a Level 2 background check, including fingerprinting, per Section 435.04
  • Experience in state or federal financial systems preferred.
