Job Summary

Directs the day-to-day operations of system architecture, portal development, PeopleSoft development, API development, Project Managers, and IT Support staff. Responsible for execution of the overall vision and strategy as defined by Deputy CIO and CIO. Directs high-level project management, timelines, staffing levels, contractual negotiations, change management, and vendor relationships.

Education & Experience

Required:

5+ years broad IT technologies experience (operations, applications, network, service delivery, vendor relationship/management
Track record of increasing levels of responsibilities across multiple IT disciplines
5+ years of experience in a technical leadership, supervisory and/or staff management role
5+ years of experience managing large scale IT projects and competing priorities
2+ years of experience developing and managing IT budgets and cost control management
Strong, comprehensive systems architecture skills and background
Strong interpersonal skills
Strong customer service orientation
Bachelor's degree in Computer Science, Business, Engineering or related field, or equivalent experience in the field Information Technology

Preferred:

Advanced degree in Computer Science, Business, Engineering or related field

Key Responsibilities

Direct and oversee development of a team of IT support professionals.
Provide effective leadership over team, modeling excellence in customer service.
Oversee the recruitment, training, and retention of qualified staff.
Develops and maintains consistent communication with the business process owners to determine information requirements and ensure support of business needs.
Ensures an effective organizational infrastructure for IT activities by choosing and implementing secure networks, systems, management systems, policies, procedures and standards, organizational standards and functions, and workplace methods and procedures.
Develops strategic and tactical plans for control, management, and improvement of IT capabilities.
Develops and maintains ongoing relationships with software, consulting, and employee resource vendors to ensure TriWest systems are adequately supported and external opportunities are understood and considered in the planning process.
Negotiates contracts and agreements.
Tracks progress in the execution of tactical plans.
Reviews workload and analyzes staffing requirements.

Manages and directs services that provide feasibility studies, systems analysis, and design, construction, implementation, testing, documentation, operation and evaluation of information, communications, and office automation systems.
Reviews performance of personnel, providing training and development opportunities.

Reviews performance of personnel including management staff.
Provide training and development opportunities for professional staff including managers and supervisors.
Supports the Chief Information Officer and Deputy Chief Information Officer with IT planning and technology roll-outs.
Evaluates and manages vendor and supplier relationships.
Participates in cross-functional committees and task force groups.
Performs other duties as assigned.

Works onsite as required within standard office working conditions, with minimal work related travel required

*Annual base salary for Colorado and Washington State residents: salary approximately $ 210,000 depending on experience*
