Citi is seeking a Senior Regulatory Data Governance Lead to design and implement strategy, processes, and operating models for regulatory reporting across critical frameworks such as FR 2052a, BCBS 239, CCAR, and other regulatory requirements. This role will ensure compliance and transparency across Finance, Risk, and Regulatory Reporting functions by defining approaches for Critical Data Element (CDE) tracing, lineage, and data quality.
Key Responsibilities
- Define and implement the end-to-end approach for regulatory data governance and reporting operating model.
(Note: Regulatory program implementation experience is a MUST. Generic data governance skills are not sufficient.) - Lead CDE tracing and lineage design for FR 2052a and other regulatory reports.
- Design processes to map liquidity-related data flows from source systems through aggregation points to final regulatory outputs.
- Identify gaps in traceability and define governance checkpoints to ensure completeness and accuracy.
- Coordinate with reporting teams to validate consistent tracking and documentation of CDEs.
- Drive data quality frameworks and validation processes across Finance, Risk, and Regulatory Reporting teams.
- Conduct CDE validation exercises with cross-functional stakeholders.
- Advise on data architecture and metadata management to support regulatory compliance.
- Partner with technology teams to align data models and lineage tools with regulatory requirements.
- Provide thought leadership on regulatory data standards and emerging best practices.
Qualifications
- 10+ years of experience in regulatory reporting and data governance within large financial institutions.
- Deep knowledge of FR 2052a, BCBS 239, CCAR, and related regulatory frameworks.
- Proven expertise in data lineage, CDE frameworks, and data quality management.
- Strong understanding of risk and liquidity reporting processes.
- Experience with metadata tools, data cataloging, and lineage platforms (e.g., Collibra, Informatica).
Mid-Level Role: Regulatory Data Lead

The Regulatory Data Lead will support the Senior SME in operationalizing the regulatory data strategy and governance framework. This role acts as a bridge between the SME and business teams, ensuring clarity, consistency, and governance in regulatory reporting initiatives.
Key Responsibilities
- Translate strategic concepts into actionable governance artifacts.
- Facilitate workshops with Regulatory Reporting, Finance, and Risk teams to validate assumptions and requirements.
- Document operating models, process flows, and governance frameworks.
- Ensure alignment of CDE definitions, lineage principles, and traceability standards.
- Support development of policies, procedures, and control frameworks for compliance.
- Coordinate with program management teams to track milestones and deliverables.
- Prepare executive-level presentations and status updates.
- Act as liaison to ensure consistent interpretation of regulatory requirements.
Qualifications
- 5 7 years of experience in regulatory reporting, risk governance, or financial data management within large financial institutions.
- Proven ability to document processes, governance models, and operating frameworks.
