Job Description

ECS is seeking a Program Manager to work in our Fairfax, VA office.

We are seeking an experienced Program Manager with a specialty in Network and Computer Systems Administration (SME) to lead our Security Operations Support (SecOps) team under a mission-critical federal contract. This dual-role position combines subject matter expertise in secure infrastructure with program management leadership - delivering operational excellence, strengthening customer relationships, and driving growth opportunities for ECS.

The ideal candidate combines hands-on infrastructure administration, secure system engineering, vulnerability management, and documentation development, while supporting customer initiatives such as Continuous Diagnostics & Mitigation (CDM), Zero Trust, and cloud modernization.

This role is on-site/hybrid in Alexandria, VA.

Required Skills

  • Proven experience as a program manager or technical lead in a federal contracting environment, FAC-COR III certified or equivalent, managing delivery and growing client accounts.
  • Demonstrated ability to build and maintain strong client relationships, act as a trusted advisor, and serve as the primary customer interface.
  • Experience cultivating customer trust, identifying additional needs, and recommending solutions that expand the scope of services and align with ECS business growth objectives.
  • Track record of promoting team capabilities to stakeholders, fostering a culture of excellence, and contributing to ECS's reputation as a strategic partner.
  • Deep technical expertise in secure administration of Linux, Windows, networks, databases, and hybrid cloud environments
  • Familiarity with DHS Binding Operational Directives, FISMA, NIST SP 800-53, RMF, and CDM initiatives.
  • Expertise in developing and maintaining A&A/RMF documentation and ensuring compliance with federal security frameworks.
  • ISSO certification or equivalent experience performing ISSO duties.
  • Exceptional communication, leadership, and organizational skills, with the ability to influence at all levels and represent company interests effectively.
  • Bachelor's degree in Computer Science, Information Systems, Cybersecurity, or related field.
  • 8+ IT Project Manager experience and experience in implementing or managing staff skilledin system and network administration with a strong cybersecurity focus.
  • Relevant certifications strongly preferred: CISSP, ISSO, ITIL, Linux+, PMP, AWS/Azure security certifications.
  • Experience supporting federal IT environments with hybrid cloud strategies.

  • Serve as the overall program lead, managing all technical and administrative aspects of the contract to ensure on-time, high-quality delivery.
  • Lead, mentor, and oversee a team of 5 technical staff, providing clear direction, coaching, and performance management.
  • Act as the primary customer interface, building and maintaining a strong, trusted relationship with the client, addressing their evolving needs, and proactively offering solutions.
  • Monitor and report on program performance, risks, and issues, and develop mitigation plans in partnership with both the client and internal leadership.
  • Ensure compliance with all contractual requirements, documentation deliverables, and federal security standards.
  • Represent ECS in customer meetings, stakeholder briefings, and strategic planning sessions, ensuring our capabilities and expertise are visible and aligned to the mission.
  • Identify and recommend new opportunities to expand our services within the program scope or adjacent areas, supporting ECS's growth goals

  • Technical Leadership
  • Lead or support Assessment & Authorization (A&A) processes for cloud and on-premises systems, including development and maintenance of accreditation packages and continuous monitoring activities.
  • Develop, maintain, and update cybersecurity documentation including System Security Plans (SSP), Privacy Impact Assessments (PIA), Contingency Plans, FIPS-199 categorizations, Security Impact Assessments (SIA), and Plan of Action & Milestones (POA&M).
  • Perform vulnerability scanning and analysis using tools such as Tenable, CSAM, DBProtect, and HP WebInspect; validate findings, identify false positives, and recommend mitigations.
  • Support implementation of DHS initiatives such as CDM, including integration of tools such as SailPoint and CA Privileged Access Manager (PAM).
  • Monitor compliance with DHS Binding Operational Directives (BODs), FISMA requirements, and NIST SP 800-53 controls, reporting progress and gaps.
  • Analyze and interpret scan signatures, develop and maintain system baselines, and align configurations to support evolving security and operational requirements.
  • Develop and maintain metrics dashboards and visualizations to communicate vulnerability status, patch progress, and risk posture to stakeholders.
  • Collaborate with incident response teams to support investigations, provide log and system data, and assist with remediation and recovery actions.
  • Design and implement automation solutions for vulnerability assignment, patch tracking, and compliance reporting using scripting or orchestration tools.
  • Support Zero Trust and micro-segmentation principles in system and network architecture.
  • Stay current with emerging threats, vulnerabilities, and regulatory changes to proactively adjust security posture and recommend improvements.
  • Mentor junior staff and collaborate effectively with cross-functional teams to drive secure modernization initiatives.
