Description

SAIC is seeking a Facility Engineer to join our team at Vandenberg Space Force Base, CA. This position is responsible for providing project integration and engineering expertise for the planning, coordination, and work prioritization of infrastructure improvements to satellite processing, support, and administrative facilities for launch base locations at Vandenberg Space Force Base. This position serves as the project interface between the facilities Operations and Maintenance (O&M) support contractor, Architecture and Engineering (A&E) contractor, and Government customers. This position will be responsible for supporting government customers in execution of current OSL infrastructure requirements. This position will integrate project requirements, schedules, and cost estimates across stakeholders through working groups and Integrated Product Teams. The position will also monitor the O&M contractor, A&E contractor, and construction firms during project execution to ensure that customer requirements are accomplished on time, on budget, and per project specifications. The candidate must be able to collaborate with others and convey information in a clear, articulate manner. This position will support Government customers in maintaining world-class launch base infrastructure for many years to come.

Key Duties Include:

Provide integrated program assessments and recommendations for the tactical and strategic.

planning for critical space launch support systems including payload processing facilities, payload launch support infrastructure, payload monitoring systems, Operations and Maintenance (O&M) systems/processes, and enterprise tools

Coordinate with the O&M contractor to ensure the government receives valid, accurate, and timely facility and infrastructure cost proposals

Support facility and system capability Integrated Product Teams (IPTs)

Interface POC with outside agencies, e.g, Civil Engineering Squadron (CES), US Army Corps of Engineers (USACE) and create AF332s

Prepare and deliver draft performance specifications, project requirements documents and supporting documents for projects that are to be executed by others.

Prepare requirements documentation, including period of performance and any Government customer constraints

Develop and report metrics on status of infrastructure project planning and execution (cost, schedule, and performance)

Provide traceability and accountability of performance requirements from inception to completion and ensure integration across all infrastructure systems.

Ensure all documentation is input accurately, thoroughly, and timely into project management. software tools

Identify, document, prioritize, coordinate, track, and mitigate risks using systems engineering and management processes

Review and provide technical assessments of contractor proposals, designs, drawings, and other technical documentation

Provide scheduling oversight on complex construction projects and coordinate project execution timelines in support of mission schedules.

Project management oversite for sustainment, new systems, construction, and infrastructure modification. Monitor O&M contractor efforts using the IBM Maximo Asset Management software tool.

Qualifications

Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience. Years of applicable job experience can be substituted for a degree.

General understanding of launch vehicle and spacecraft integration processes and launch site preparations flow preferred.

General understanding of facilities/infrastructure and code/compliance/regulations preferred

Competent technical expertise

Must have TS/SCI or have the ability to obtain CI poly

Clearance required to remain on the program: Top Secret/SCI with Polygraph S/SCI security CI poly

United States citizenship required

Ability to effectively communicate project plans and technical information through presentations

Proactive, self-starting, independent, flexible professional with excellent interpersonal skills

Ability to travel on an occasional basis

Target salary range: $135,001 - $145,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
