Job Details

Duties/Responsibilities

  • Support MSDE agency and statewide applications including WDCS (Web Data Collection System), Maryland Report Card, MODE (Maryland Online Data Exchange), MOVEit SFTP Secure Server,
  • PowerSchool 5-234 Minimum School Funding financial dashboard, Educator Retention Dashboard, WCAG 2.1 Web Content Accessibility Guidelines, MSDE Corporate Branding initiatives, AWS on-prem
  • to cloud server migrations, Smartsheet PMO applications, and other duties as assigned.
  • Perform day-to-day project management, identify issues and risks, and recommend mitigation strategies.
  • Act as a facilitator between MSDE, DoIT, and Local Education Agencies (LEAs).
  • Ensure work performed is within scope, consistent with requirements, and delivered on time and on budget.
  • Identify critical paths, tasks, dates, testing, and acceptance criteria; monitor issues and provide resolutions for up-to-date status reports.
  • Coordinate with vendors and assign project staff as needed across functional/technical areas; serve as primary contact with each vendor s PM team and state resources.
  • Coordinate deliverables, work product reviews/approvals, and set priorities when choices of alternatives are required; report project status information to Executive
  • Sponsor/Committees/stakeholders.
  • Completion and management of project documentation activities, including:
  • Document Agile scrum, product backlog, and sprint backlog artifacts in Jira, MS Teams, and Smartsheet.
  • Initiate Change Control Board (CCB) and new project intake requests in Smartsheet.
  • Manage SDLC artifacts in accordance with State of Maryland DoIT policies/templates.
  • Respond to monthly vulnerability-scan findings with remediation plans.
  • Maintain the Project Management Plan, schedule, and WBS; maintain BRD, FRD, and RTM.
  • Manage System Test Plans and test scripts for internal QA and stakeholder UAT.
  • Maintain Operations and Maintenance Plans; update project plan with scope/task/date/resource/risks/issues changes; maintain status reports and lessons learned.

Minimum Qualifications Required

  • Bachelor s degree in Information Systems, Computer Science, Business, Engineering, or a related field; or equivalent experience.
  • 8+ years of progressive IT project management experience leading multi-vendor, multi-agency enterprise projects.
  • Demonstrated experience delivering projects using Agile practices (scrum, backlog management) within a governed SDLC.
  • Hands-on proficiency with Jira, Microsoft Teams, and Smartsheet for planning, tracking, collaboration, and reporting.
  • Experience with change control/CCB, risk/issue management, and executive-level status reporting.
  • Experience managing enterprise data collection and reporting platforms and/or cloud migration initiatives (e.g., AWS).
  • Familiarity with government IT governance (e.g., State of Maryland DoIT PM artifacts/templates) and vulnerability management processes.
  • Project Management Professional (PMP) or PMI-ACP (or PRINCE2 Practitioner) certification required, or equivalent demonstrable expertise.
  • Excellent communication, stakeholder management, and vendor coordination skills
