Job title: Lead WIC Business Analyst Specialist (Project Management Framework)

Rate: $100/hr on C2C/1099
The Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius). The potential to be in office as instructed by management for tasks assigned.
WORK DESCRIPTION:
Under the direction of the WIC Technology Administration Director, the Lead WIC Business Analyst (BA) provides day-to-day direction to assigned staff and works closely with both technical and non-technical staff to plan, assess and document requirements. The Lead BA is responsible for creating and implementing a project plan that includes business and gap analysis work that supports the WIC MIS system and results in system requirement documentation. Responsibilities include tracking and reporting on project milestones; identifying, managing, and escalating project risks and issues; and leading team members, as well as technical and non-technical subject matter experts to deliver project objectives. The Lead BA guides the team in reviewing the WIC MIS system; analyzing complex technical and business processes, prioritizing needs; and coordinates the gathering, development, and documentation of requirements. This position works under limited supervision with considerable latitude for initiative and independent judgment.
Essential Job Functions:
Develops, manages, and implements the WIC MIS requirements documentation project plan. Coordinates all project activities, including reviewing the current MIS, translating current MIS functionality into usable system requirements, gathering and documenting business needs and system requirements, and performing a gap analysis of existing system documentation against federal, state and program requirements. Utilizes project management methodologies to develop a plan for the creation and documentation of business requirements for the existing WIC MOSAIC system, ensuring accuracy and effective communication with leadership and relevant stakeholders. (40%)
Provides support, direction and guidance to team members in analyzing current systems and supporting documentation to develop business requirements and conducting a gap analysis of existing system functionality documentation against current documentation and program requirements. (25%)
Develops expertise and assist team members in developing expertise in the assigned application, obtain stakeholder sign-off on requirements and priorities, (20%)
Collaborates daily with team members to monitor progress, proactively identify issues, and report status. (10%)

Required Skills:
10 years of Business analysis experience, including requirements elicitation and documentation
10 years of Knowledge of Project Management Framework
10 years of Knowledge of large-scale IT operations and information technology industry trends.
10 years of Skill in defining all types of requirements, functional specifications, and other deliverables.
10 years of Skill in interpersonal relationships, ability to negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel
10 years of Ability to create clear, complete, and actionable requirements documentation.
10 years of Ability to ensure accuracy in documenting system functionality and regulatory requirements.
Preferred Skills:
8 years of Skill in interpersonal relationships, negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel
Minimum 5 years of experience working with government regulations or compliance frameworks.
Minimum 5 years of experience in project management
Minimum 5 years of experience leading a team or workgroup
5 years of Skill in policy interpretation and translating regulations into system requirements.
5 years of Skill in requirements elicitation techniques such as reviewing current MIS functionality and translating into requirements
4 years of Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field.
2 years of Experience with gathering management information system requirements at a large organization
2 years of Experience creating solicitation or contract requirements
1 Year of Preferred PMI-PBA or IIBA CBAP
