Job Title: Business Analyst
Location: Remote   Based in Louisiana
Duration: 3 Years
Position Overview:
The Business Analyst will support a state-level technology modernization initiative focused on upgrading and maintaining a Customer Record System. The analyst will collaborate closely with management, technical teams, and key stakeholders to analyze business processes, document requirements, and assist in Agile project delivery.
This role requires excellent communication skills, experience in business process analysis, and familiarity with Agile methodologies.
Key Responsibilities:
Analyze and document business functions, workflows, and requirements using Agile methods.
Collaborate with management and staff to identify operational needs, challenges, and system requirements.
Evaluate the integration of business functions with existing and new technology systems.
Facilitate business and technical analysis to support application design and development.
Identify and document business processes from legacy data systems.
Manage and prioritize the product backlog; create user stories and define technical requirements.
Participate in Agile ceremonies, team meetings, and design sessions.
Translate business requirements into actionable technical specifications for development teams.
Mandatory Qualifications:
3+ years of experience performing business analysis, including eliciting and documenting business functions, processes, and requirements.
2+ years of experience with Agile methodologies (Scrum, Kanban, etc.), including writing user stories and managing product backlogs.
Strong verbal and written communication skills.
Proven ability to produce detailed requirements documentation for complex projects.
Preferred Qualifications:
Experience in government IT modernization projects.
Experience with legacy system documentation and data migration initiatives.
Business Analysis certifications (e.g., PMI-PBA, CBAP).
Familiarity with QA testing, user documentation, or training material development.
Experience with wireframing/mockup tools (e.g., Figma).
Deliverables:
Weekly status reports detailing completed and ongoing activities.
Weekly or monthly timesheets and activity tracking.
Monthly itemized invoices submitted through the designated portal.
Additional Requirements:
Must comply with all State Information Security Policies and HIPAA confidentiality standards.
Must maintain accurate work records for audit purposes.
Fluent communication in English (verbal and written).
Contractor hardware/software must meet required network and security standards.
