Detailed Job Description: The New York State Department of Health (NYSDOH) Bureau of Surveillance and Data Systems is charged to maintain and enhance the statewide Electronic Clinical Laboratory Reporting System (ECLRS), the Communicable Disease Electronic Surveillance System (CDESS), and the Electronic Syndromic Surveillance System (ESSS). These are mission critical electronic systems to effectively monitor and respond to over 75 reportable diseases and to other public health emergencies and inform statewide policy decisions. Specifically, this position will conduct analysis of Electronic Clinical Laboratory Reporting System (ECLRS) and Communicable Disease Electronic Surveillance System (CDESS) processes associated with influenza data in support of identifying hospitalized influenza cases. This would include rules associated with moving influenza records from ECLRS to CDESS including how various subtypes are addressed. The incumbent will document these processes and work with program to identify gaps to make necessary modifications and enhancements to the existing processes. Finally, the contractor will implement these improvements including testing and validating them with a focus on improving reporting associated with subtyping.
