Job Description

ECS is seeking a Senior Program Manager - Cybersecurity Projects to work in our Washington, DC office.

The Opportunity: We are seeking an experienced and results-driven Senior Program Manager to lead and grow a high performing cybersecurity project supporting a premier Law Enforcement entity. This role is not just about technology; it's about safeguarding the tools and data that our executives and agents use every day to keep the public safe. In this role, you will be responsible for supporting the full program lifecycle, from strategy and planning to execution, delivery, and post-implementation review. The ideal candidate will have a mission-oriented understanding of cybersecurity principles, excellent leadership skills, and a proven track record of building, leading, and managing high performing teams to deliver cross-functional initiatives in a fast-paced environment. Additionally, the ideal candidate will bring a highly developed and refined approach to customer service and a seamless ability to navigate complex internal processes and policies associated with government contracts. This position offers a hybrid work schedule with expectations to support our Washington DC-based customer on-site approximately 3 days a week with occasional CONUS travel.

Responsibilities:
  • Program Leadership: Lead, mentor, and support a team of highly technical and deeply experienced cybersecurity professionals, security engineers, and other stakeholders to achieve program objectives.
  • Strategic Planning: Define and execute the program's strategic roadmap, aligning cybersecurity initiatives with the agency's mission and operational goals. This includes scoping projects, setting realistic timelines, and defining success criteria.
  • Stakeholder Management: Serve as the primary customer facing point of contact for all program-related communications, as well as, providing regular updates to ECS executive leadership, technical teams, and other key stakeholders. A strong emphasis on understanding the customer's operational needs and providing exceptional service is paramount.
  • Law Enforcement Culture Acumen: Effectively navigate the unique culture of a premier law enforcement agency. Understand the chain of command, operational priorities, and the critical importance of secure, reliable systems for field operations and investigations.
  • Execution and Delivery: Oversee the successful execution of multiple, simultaneous projects, ensuring they are delivered on time, within budget, and to the highest quality standards.
  • Risk Management: Proactively identify, assess, and mitigate program risks, developing contingency plans to address potential issues.
  • Budget & Resource Management: Manage the program budget and allocate resources effectively to optimize efficiency and achieve program goals.
  • Process Improvement: Continuously evaluate and improve program management processes, tools, and methodologies to enhance productivity and effectiveness.
  • Technical Acumen: Maintain a strong understanding of current and emerging cybersecurity threats, technologies, and best practices to inform program strategy and decision-making.
  • Contract Growth - Identify and pursue growth opportunities either directly aligned with this contract or those associated with the ECS Cybersecurity practice.

Salary Range: $175,000 - $205,000

Required Skills

Qualifications:
  • Active Top Secret clearance with SCI/CI eligibility
  • Education: Bachelor's degree or equivalent year of experience. A Master's degree is a plus.
  • Experience:
    • Minimum of 8-10 years of experience in program or project management, with at least 5 years managing cybersecurity-specific projects.
    • Proven experience leading large, complex programs involving multiple teams and stakeholders.
    • Experience supporting and/or leading program growth initiatives and developing associated strategies
    • Experience supporting and/or leading all elements of the proposal response process to include original content development and color team reviews
    • Experience in a law enforcement, military, or government agency is highly preferred.
  • Skills:
    • Expertise in project management methodologies (e.g., Agile, Scrum, Waterfall).
    • Exceptional leadership, communication, and interpersonal skills.
    • Strong analytical and problem-solving abilities.
    • Comprehensive understanding of cybersecurity domains relevant to law enforcement, including:
      • Digital Forensics & Incident Response
      • Secure Communications
      • Operational Technology (OT) Security
      • Identity and Access Management (IAM)
      • Governance, Risk, and Compliance (GRC)
