IT Systems Analyst Medicaid (Austin, TX | Hybrid)

Contract: Long-Term
Eligibility: Must be local to the Austin area and able to work onsite 3 days per week (hybrid schedule). Must be able to work on a W2 basis (no C2C, 1099, or third-party vendors). Must be eligible to work in the U.S. without sponsorship or visa transfer.

Overview:
We are seeking an experienced IT Systems Analyst with a strong background in Medicaid and eligibility systems. This role involves analyzing data-driven business problems, designing workflows, and documenting functional and technical requirements to support Medicaid, SNAP, and TANF programs. The ideal candidate will bring deep expertise in data analysis, requirements gathering, and process design, along with proven experience working in public health or social services environments.

Minimum Requirements to Be Considered:

  • 10+ years hands-on experience as a business/data analyst with strong analytical and documentation skills.

  • 10+ years collaborating with both technical and non-technical teams to analyze complex data-driven business problems and recommend solutions.

  • 10+ years designing and optimizing data workflows and data management processes using modeling or mapping tools.

  • 10+ years of experience writing Epics and User Stories, including acceptance criteria for functional and non-functional requirements.

  • 8+ years creating and maintaining data-related documentation (data dictionaries, BRDs, data mapping).

  • 8+ years designing and presenting visual data models and dashboards to communicate project performance and timelines.

  • 8+ years leading data-focused meetings, documenting outcomes, and driving issue resolution.

  • 4+ years with a Bachelor s degree in Data Science, Computer Science, IS, Business Analytics, or related field (or equivalent experience).

  • 3+ years working knowledge of eligibility rules for SNAP, Medicaid, and TANF, with proven experience interpreting and applying state and federal guidelines.

Preferred Qualifications:

  • Strong multitasking skills with ability to manage multiple data projects simultaneously.

  • Experience applying policy within integrated eligibility case management systems.

Key Responsibilities:

  • Analyze and document user needs and business requirements for Medicaid and eligibility systems.

  • Design workflows, processes, and data models to support system enhancements and compliance.

  • Write and manage user stories, epics, and acceptance criteria for Agile development teams.

  • Prepare detailed data dictionaries, mapping documents, and dashboards.

  • Lead requirements workshops, interviews, and data-focused meetings with stakeholders.

  • Support interpretation and application of eligibility rules for Medicaid, SNAP, and TANF.
