Job Title: Certified Project Manager III

Location: Madison, WI (Remote – 90% / Onsite – 10% as needed)

 

Work Arrangement:

This position is currently remote, with approximately 90% remote work and 10% onsite presence as required. All work must be performed within the state of Wisconsin. Candidates must be Wisconsin-based or willing to relocate to Wisconsin within 30 days of the start date. Position status is subject to change based on agency needs.

The Wisconsin Department of Children and Families (DCF), Division of Management Services (DMS), Bureau of Information Technology Services (BITS), is seeking two (2) Certified Project Manager III professionals to manage and coordinate high-profile projects that support services provided to children and families across the state.

This role requires a highly organized and communicative project management professional capable of working independently with minimal oversight. Candidates must possess a valid PMP certification or recognized project management curriculum at the time of submission and demonstrate extensive experience managing complex, business-focused IT projects.

 

Key Responsibilities:

Project Management & Delivery

·         Lead and manage multiple medium-to-high complexity, cross-functional projects with significant enterprise impact.

·         Oversee project plans, schedules, milestones, budgets, risks, and deliverables.

·         Ensure projects are delivered on time, within scope and budget, and meet quality standards.

·         Adjust project plans and resources to address changing priorities and stakeholder needs.

 

Stakeholder & Executive Communication

·         Engage with internal and external stakeholders, including department leadership, workgroups, providers, and advocacy organizations.

·         Provide regular status updates, executive briefings, and written reports to leadership.

·         Coordinate communication across enterprise areas impacting project scope, budget, risk, and resources.

 

Process Improvement & Tools

·         Develop and implement automated tools to streamline internal project management processes.

·         Establish and enforce project management methodologies and best practices across the IT community.

 

Grant & Program Support

·         Provide project management support for the Preschool Development Grant.

·         Track grant budgets, timelines, and deliverables while coordinating with internal and external partners.

 

Leadership & Resource Management

·         Assemble project teams, assign work, and monitor daily activities.

·         Identify resource needs, conduct quality reviews, and escalate issues as necessary.

·         Perform management and human resource responsibilities, including hiring and performance management.

 

Required Qualifications:

·         PMP Certification or recognized project management curriculum (required at time of submission)

·         10–15 years of IT experience, including 4+ years managing projects

·         10+ years of project management experience

·         10+ years developing project artifacts (project plans, charters, status reports)

·         7+ years preparing written reports

·         7+ years demonstrating strong verbal and written communication skills

·         5+ years preparing executive briefings

·         5+ years experience with MS Project or equivalent project management tools

·         Strong critical thinking and problem-solving skills

 

Preferred Qualifications:

·         Bachelor’s degree in Computer Science, Information Systems, Business Administration, or related field (or equivalent experience)

·         Experience managing projects across multiple technologies and business functions

·         Strong knowledge of project management methodologies, resource management practices, and change management techniques
