Job Title: Business Analyst Specialist (Lead WIC Business Analyst)
Location: Austin, TX (Remote)
Remote with potential onsite as directed. Candidates must be local to Austin within a 50-mile radius.

I. Position Overview
Business Analyst Specialist to serve as the Lead WIC Business Analyst. This expert-level role requires comprehensive knowledge of business analysis, project management frameworks, and large-scale IT systems. The candidate will lead requirements documentation and gap analysis efforts supporting the WIC MIS (MOSAIC) system, working closely with technical and non-technical stakeholders.
The position operates under limited supervision and requires independent judgment, leadership, and initiative to deliver project objectives in a complex regulatory and program environment.

II. Key Responsibilities
Core Duties (95%)
  • Develop, manage, and execute the WIC MIS requirements documentation project plan, including:
    • Reviewing current MIS functionality
    • Translating existing system behavior into clear, actionable requirements
    • Gathering and documenting business and system requirements
    • Conducting gap analysis against federal, state, and program regulations
      (40%)
  • Utilize project management methodologies to ensure accurate, timely, and well-communicated documentation of business requirements for the WIC MOSAIC system
    (40% combined with above)
  • Provide guidance, direction, and support to team members in:
    • Analyzing current systems and documentation
    • Developing business requirements
    • Performing system and documentation gap analyses
      (25%)
  • Develop subject-matter expertise in assigned applications and mentor team members; obtain stakeholder approval and sign-off on requirements and priorities
    (20%)
  • Collaborate daily with technical and non-technical stakeholders to:
    • Monitor project progress
    • Identify, manage, and escalate risks and issues
    • Provide regular status reporting
      (10%)

III. Required Qualifications
Candidates must meet or exceed the following minimum requirements:
  • 10+ years of business analysis experience, including requirements elicitation and documentation
  • 10+ years of knowledge and experience with project management frameworks
  • 10+ years of experience with large-scale IT operations and IT industry trends
  • Proven ability to define:
    • Functional and non-functional requirements
    • Functional specifications
    • Business and system deliverables
  • Strong interpersonal and negotiation skills, with the ability to:
    • Resolve conflicts
    • Work effectively across multiple stakeholder groups and organizational levels
  • Demonstrated ability to create clear, complete, accurate, and actionable requirements documentation
  • Experience ensuring system documentation aligns with regulatory and compliance requirements

IV. Preferred Qualifications
  • 8+ years of advanced stakeholder management and negotiation experience
  • 5+ years working with government regulations or compliance frameworks
  • 5+ years of project management experience
  • 5+ years leading teams or workgroups
  • Experience interpreting policy and translating regulations into system requirements
  • Strong experience in requirements elicitation techniques, including analysis of existing MIS functionality
  • Bachelor’s degree from an accredited four-year college or university in:
    • Business
    • Communications
    • Computer Science
    • Computer Information Systems
    • Management Information Systems
    • Or a related field
  • Experience gathering MIS requirements for a large organization
  • Experience creating solicitation or contract requirements
  • PMI-PBA or IIBA CBAP certification (preferred)
