Your Role
The Application Services team plays a critical role in enhancing customer and technical collaboration while delivering all application development through a Platform and Technology Product Operation Model. The Manager, IT Development role will report to the Director, IT Development (Integration and Interoperability Platform). In this role you will ensure the successful delivery of platform engineering that will enable API management, message-oriented middleware, managed file transfer, FHIR integration, and event streaming. You will coordinate technical scope, timelines, and team velocity as well as lead efforts to modernize release management practices, accelerating the use of automation and AI to improve delivery speed, reliability, and scalability. This role is ideal for a strategic and hands-on leader who thrives in a fast-paced, cross-functional environment and is passionate about building high-performing teams and enabling enterprise integration. Responsibilities
Your Work
In this role, you will:
- Lead platform engineering delivery in support of message-oriented middleware, managed file transfer, API management, and FHIR-based integration.
- Coordinate technical scope, delivery timelines, and team velocity across multiple workstreams.
- Modernize release management practices by accelerating the adoption of CI/CD pipeline automation, DevOps principles, and AI/ML-driven tooling.
- Oversee resource planning, performance management, and strategic talent allocation to support platform priorities.
- Collaborate with internal product owners, engineering leads, and external vendors to enable efficient and effective delivery of messaging, API, file transfer, and FHIR solutions.
- Partner with architects, technical leads, and business stakeholders to scope, prioritize, and sequence integration initiatives.
- Monitor KPIs and delivery metrics; recommend and implement improvements to enhance agility, quality, and operational reliability.
- Champion best practices in platform governance, including reusable asset development, lifecycle management, and secure data exchange protocols.
- Foster a culture of continuous learning, innovation, and developer enablement.
- Build and execute a modernization strategy for integration delivery, leveraging automation, AI/ML, and low-code/no-code tools to support the evolving Product/Platform operating model.
- Proactively identify and remove delivery blockers, ensuring platform efforts remain aligned with roadmaps and business outcomes.
- Drive continuous improvement across messaging, file transfer, API, and FHIR delivery pipelines and processes.
Qualifications
- Your Knowledge and Experience
- Bachelor's degree in Computer Science, Information Technology, or related field (or equivalent experience).
- 7+ years of experience in technical delivery, program management, or platform engineering leadership roles.
- At least 3 years of leadership experience strongly preferred.
- Strong understanding of Agile delivery models, backlog management, and iterative development practices.
- Demonstrated ability to lead cross-functional teams and interact effectively with all levels of management.
- Familiarity with enterprise messaging and exchange tools/platforms such as Azure API Management, Azure Service Bus, Azure Event Grid, Kafka, Retarus, IBM Sterling, IBM MQ, and/or Axway.
- Experience with work scheduling, prioritization, coaching, risk management, and delegation.
- Excellent verbal and written communication, collaboration, analytical, and presentation skills.
- Results-oriented leadership while promoting a positive and collaborative work environment.
- Desired experience with AI/ML concepts and tools, especially in the context of automation and platform operations.
- Desired expertise in process improvement, project management methodologies, or platform modernization.
- Desired knowledge of healthcare operations and a broad understanding of the industry.
