The American Association of State Highway and Transportation Officials is currently hiring a Director of IT Strategy and Implementation, a full-time position located in our Washington, DC office.

Nature of Position:

The Director of IT Strategy and Implementation serves as chief information officer and is responsible for developing and implementing association technology strategy that strengthens and maximizes AASHTO s service to state departments of transportation. In this capacity, the Director leads a forward-looking IT strategy that effectively fulfills the association s business needs, and clearly aligns with, supports, and reinforces the association s mission, goals, and strategic plan.

The Director of IT Strategy and Implementation is charged with the strategic implementation, integration, and evolution of AASHTO IT-related tools and platforms, and is expected to make data-driven decisions to enhance the connected organization and ensure risk management and governance. They are responsible for introducing relevant new technology that support innovation and transformation for the association, and effectively managing existing capabilities to ensure they consistently meet the association s needs.

The Director will lead a cross-divisional process to strategically plan for AASHTO s IT investments and technology-related services, and is responsible for ensuring synergy amongst the various technology tools and platforms across AASHTO. They will establish and maintain ongoing communication with division directors and staff to identify opportunities, risks, and solutions; and provide guidance regarding the technology infrastructure and required standards for projects while also maximizing the utility of technology to support the work done across the association. They are responsible for keeping all stakeholders informed of the status, risks, and challenges throughout projects; utilizing strategies to enhance the transparency, availability, and usability of AASHTO data and information assets, and ensuring that clear and effective training is provided to staff when implementing new technology or processes.

The Director of IT Strategy and Implementation is a subject matter expert and provides technical expertise to all assigned projects, including a multitude of custom and off-the-shelf tools that are essential in the streamlining of member engagement and association-specific processes. Specific tools include AASHTO s member database and management system, as well as various customer user-sites, e-commerce platforms, and communication tools related to AASHTO s digital presence. The Director also has the critical responsibility of providing meticulous program management throughout all stages of assigned projects and areas of responsibility, including the development and implementation of short and long-term workplans, and effective management of budgets, contracts and contractors.

In leading the IT division and carrying out all responsibilities, the Director creates and maintains effective risk management processes and governance for IT controls and policies that mitigate organization exposure; supports secure network connectivity, user technology, and cybersecurity; and is strategic in utilizing and managing data, data governance, and business analytics.

Position Requirements:

A successful candidate will have a minimum of ten years of relevant professional experience and a proven track-record of managing organization-wide technology and digital strategy, preferably in a similar position in a membership association. Proven experience of successful project management with a customer service approach is preferred. A bachelor s degree in computer science, information systems, or another related field is desired. Evidence of advanced professional attainment such as a master s degree and up-to-date professional certifications are desired.

Exceptional experience with technology that supports an organization s digital presence, strong leadership, and communication abilities are also essential to this position, as well as the ability to be a creative innovator and business and technology change agent. The incumbent must have strong project management experience, and the ability to foster a service-oriented culture within the department.

The incumbent should be a technology leader who thinks and plans strategically and has a strong technical background and understanding of information technology infrastructure management. The ability to hold vendors and direct reports accountable for the delivery of high-quality products and services across the full spectrum of IT services is required. The director must act as an enabler of technology by putting business needs first and serving all of their business areas as customers.

This position primarily reports out of our Washington, DC office located in Metro Center. AASHTO offers employees hybrid work schedules, with remote work up to 2 days/week.

The salary range for this position is $180,000 230,000.
