Job Description
ECS is seeking a Senior Exploitation Specialist/Data Scientist to work in our Springfield, VA office. Please Note: This position is contingent upon additional funding.

ECS is seeking a Senior Data Scientist.
* This position is a contingency upon additional contract funding.
** Requires a Letter of Intent.
*** Requires final acceptance by the government customer.
**** Validation of required clearances upon acceptance and approval from a cognizant government contracting officer. After customer indoctrination, the candidate will be submitted for a Counterintelligence Polygraph.
The position requires intimate knowledge and experience in the enrichment and data management activities supporting GEOINT Exploitation Services, specialized GEOINT production efforts, and the delivery of GEOINT Production Services. The position will also require providing advanced visualization and GEOINT design storytelling activities that enable GEOINT enhancement services. Required to provide solutions and sustained support that promotes mission excellence through applied modernized analytic techniques, data sciences, modeling, and automation that optimized service performance and innovation in support of traditional and innovative intelligence products, analytic processes, and capabilities in support of the development and execution of US foreign policy, including military, political, diplomatic, and humanitarian issues. Expertise is required in collection and analysis of traditional and non-traditional sources which utilizes both classified and unclassified functions.

The Data Scientist must provide technical capabilities necessary to execute solutions including the following:
- The position will be responsible for optimizing existing databases to speed up the query, input, export, and visualization of data.
- The position requires the ability to work with cross functionally align teams within the Department of Defense and Intelligence communities to develop strategies for exposing new datasets and create migration plans for legacy datasets.
- The position requires innovative approaches and the ability to custom-build solutions (tools, processes, etc.) to automate or assist analytic endeavors across multidisciplinary analytical units within the customer's analytical department, external Intelligence agency and across the Department of Defense.
- Must have extensive experience writing scripts in Visual Basic, R, Python or other software for statistical models using large datasets to extract patterns, relationships, and anticipatory behaviors that are repeatable, efficient, hypothesis testing, and knowledge capture.
- Must have expertise employing mathematical concepts and techniques to solve complex GEOINT analysis problem sets; understand concepts associated with structured data and relational databases.
- Must have experience using various Geospatial tools such as Arc GIS, Excel, SPSS, SAS, MatLab, R, or other statistical packages, to analyze and visualize operational data; visualize data both temporally and spatially to assist in data integrity checks, prepare analysis, develop next level queries, prepare presentations materials, and display analytical assessments for senior leadership.
- Position will be responsible for maintaining, moving, and manipulating data between applications, using appropriate software, SQL databases, ArcServer, table data, relational/NoSQL DBMS, Microsoft EXCEL spreadsheets, ACCESS database management system, Tableau, Insights, ORACLE, and analyst provided data for ingest and cleaning.
- The position must be capable of troubleshooting access and performance issues associated with all applications and database management systems.
- The position is responsible for developing tradecraft techniques and training solutions for discovering, preparing, manipulating, and normalizing big data so that methods are repeatable and can be explained to users. Will create and publish advanced techniques and methods for dissemination through the customer's tradecraft HUB.

Required Skills

- Bachelor's degree or 3-6 years on the job experience.
- Must have an active/current TS/SCI minimum clearance and the ability to obtain/maintain a counterintelligence polygraph.
- Must be an experienced Analytical Methodologist with imagery exploitation, intelligence analysis, and production expertise.
- Must be capable of conducting trend analysis.
- Must be capable of implementing and executing analytical methodologies.
- Must have expertise in developing data-centric research methods and automating existing workflows.
- Must have expertise within the NSG Analytic Workflow Modernization.
- Must have expertise within Activity Based Intelligence.
- Must have expertise working within Structured Observation Management.
- Must have expertise in Object-Based Production within the analytical workforce.
- Must have experience in advanced analytic modeling.
- Must have expertise in modeling for tipping and queuing collection.
- Ability to communicate clearly and effectively, with excellent verbal, written, and presentation skills.
- Ability to confront difficult problems in a positive and creative way.
- Ability to balance multiple, competing priorities and execute accordingly.
- Ability to work effectively both independently and as part of a team.
- Ability to travel up to 10% to OCONUS and CONUS locations; may be expected to travel OCONUS multiple times over the lifespan of the effort.
